The Research On The Access Mechanism Of Medical Resources For Home-based Old People

With the aggravation of population aging,the problem of old-age is not only related to every family,but also affects the development of society.With the development of old-age service today,people pay more and more attention to the medical needs of the elderly.Since 2013,the state has promulgated various policies and regulations and set up several pilot cities to promote the construction and development of the Combination of medical care and pension service system for the elderly.However,at present,the pilot research on the Combination of medical care and pension is concentrated in large cities,Small and medium-sized cities which have a large population base and empty nests,but lack of old-age resources and medical resources are lack of pilot and related research.Therefore,taking Xianyang City as the representative,this paper focuses on the small and medium-sized cities where the Combination of medical care and pension service is not yet started,but the demand for medical care for the elderly is increasing,and combined with the choice of the old-age pension mode,This paper focuses on the medical resource acquisition mechanism,characteristics and causes.This research has combed the policy and development course of the Combination of medical care and pension in our country,and based on the practical experience of Combination of medical care and pension at home and abroad,the semi-structural interview method was used to collect the research data,including 38 home-based old people from different types of communities in Xianyang City,and some pension institutions and communities in Xianyang City.Supplementary interviews were conducted by medical institutions.First of all,it is found that the access channels of medical resources are diverse,and different information channels and different institutional channels provide different medical contents and medical effects.Secondly,in the comparative study with theinstitutional old people,it is found that the home-based old people in the medical resources acquisition mechanism,the autonomy is stronger and channel choice is more;However,the effectiveness of this mechanism is relatively poor in terms of the professionalism and pertinence of the medical contents and the timeliness of medical resources acquisition.Finally,according to the characteristics of the medical resources acquisition mechanism for the elderly,the author finds that it has the following characteristics: lack of science and systematicness;strong subjectivity,too much reliance on personal experience;on the choice of institutional channels,the exclusion of large hospitals;the relationship between people has a significant impact on the content and efficiency of medical resources for the elderly;the lack of social capital in the supply of medical resources,the confusion of existing private medical institutions.According to these characteristics,the author further analyzes the causes of its formation,as well as the problems reflected.In the part of summing up and thinking,the author summarizes this research,and puts forward the short-term and long-term countermeasures and suggestions respectively to the construction of the service system of Combination of medical care and pension in small and medium-sized cities represented by Xianyang City.Finally,the author has carried on the introspection and the prospect to the research of this article.
