Research On The Old-Age Service Of "Combination Of Medical Care And Nursing" Inchangchun City

China's aging in the 21 st century is an irreversible fact.In the traditional old-age service industry in China,only a single old-age service is provided,and the medical rehabilitation needs of the elderly can not be met.The elderly need to travel to and from medical institutions and pension institutions for a long time,resulting in the increase of the time cost and economic cost of the elderly pension.That is to say,there is still a problem of "combining medical care with nursing care" between "providing for the elderly and having medical care for the elderly".Taking Boyuan Xiangzhiyuan in Changchun as an example,guided by the quasi-public goods theory,welfare pluralism theory and active aging theory,this paper comprehensively expounds the service supply of the old-age institutions with the combination of medical care and maintenance.Firstly,the background and development process of Boyuan-Xiangzhiyuan are described in detail;secondly,the characteristic services in the process of Boyuan-Xiangzhiyuan development mainly refer to the rapid development of rehabilitation nursing services,the diversification of service supply,the support of macro-policy in Changchun,and the comprehensive evaluation of the overall social effect of Boyuan-Xiangzhiyuan development;thirdly,the comprehensive evaluation of the overall social effect of Boyuan-Xiangzhiyuan development is made from the perspective of medical care.Combining with the service supply of the old-age institutions and the degree of social concern,this paper analyses the current situation of Boyuan-Xiangzhiyuan in the process of development.This paper expounds the problems existing in the current development process of broad-ranging and well-being circle from the aspects of lack of quantitative standards for service supply,shortage of senior medical and nursing personnel,low supply capacity of medical services and high charging level,and makes a detailed analysis of the causes of the problems.Fourthly,learning from the advanced experience of long-term care insurance operation in Japan,we can learn mainly from the avant-garde concept of long-term care insurance design,clear service objects,authoritative nursing grade identification procedures and so on.At the same time,we emphasize that in the process of learning from the experience,we should not only learn the advanced points of successful cases,but also enlarge the development of China's health-care integration institutions.Fifthly,the paper puts forward some countermeasures and suggestions to promote the development of integrated medical care and pension service in Changchun from the aspects of constructing the concept of integrated medical care classification management and improving access standards,training professional medical staff and improving treatment level,deepening the level of integrated medical care and expanding the financing channels of integrated medical care and pension service.
