With the advance of globalization and urbanization, and the development of people’s living standards, the demand of health care services is also increasing. But the scarcity of health resources determines it’s impossible to meet this demand indefinitely. So, how rational allocation of scarce health resources to improve people’s health conditions, narrow regional differences, promote the coordinated development of public health has become an urgent problem to be solved.This thesis introduces the theory and previous research of health resources allocation, and then examines spatial-temporal variation of health resources inequality at multiple scales (the regional and provincial levels). On this basis, to further explore the factors affecting health resources allocation. Third, this thesis analyzes the fairness and factors of health resources allocation between cities in six provinces. At last, taking Third Level1st Class hospital and Top100hospital for example, the thesis finds some features of high-quality health resources allocation.The results indicate:(1) Health resources allocation in China is overall fair. The amount of health resources has dominated by the eastern region, but the rapid growth in the central and western regions. The equality of health resources allocation in china has gradually improved in ten years, and regional differences narrowed. In addition, the internal differences in the eastern region is largest, the central region is relatively small.(2) Health resources allocation and social development in the region are closely linked. The higher the level of economic development, health financing, urbanization and social security, the more equitable health resources allocation is.(3) The equality of health resources allocation in each province varies. The internal differences in the eastern provinces are smaller; The capital cities of central China occupy too many resources; The spatial-temporal distribution of health resources in the western provinces has greater difference, and the inequality has a tendency to expand. Taking Zhejiang province for instance, the level of economic development of a city has a significant positive effect on health resources allocation.(4) High quality health resources are also more in the east and less in the west. The distribution of Third Level1st Class hospitals is in order-size rule. Beijing and Shanghai have absolute advantage in the number of Top100hospitals, followed the eastern provinces. Hunan, Hubei in the central region and Shanxi, Sichuan, Chongqing in the western region also has many high level hospitals. This paper analyzes hinterland areas of the cities where Top100hospitals locate, and then finds hinterland areas in the east overlapping and the northwestern region and Yunnan not in any hinterland area.
