In The Context Of Regional Coordinated Development Study On The Balanced Allocation Of Public Health Resources In Shandong Province

The strategy of regional coordinated development is the basic policy to guide the balanced development of our country's regional economy and an important means to solve the major contradictions in the new era.19 th CPC National Congress' s report stresses the need to further implement the "strategy of coordinated regional development" and to narrow the gap between basic public services.Shandong Province is a large province of population and economy,but at the same time it is faced with the problems of uncoordinated regional development and unbalanced allocation of resources.This paper analyzes the present situation of the allocation of public health resources in Shandong Province,systematically evaluates the equilibrium of the allocation of public health resources,probes into the problems and causes of the allocation of various kinds of public health resources,in order to promote the continuity and health of public health undertakings in Shandong Province.The steady development provides the theoretical basis and the method support.On the basis of the research on the theory of regional coordinated development and public health resources,this paper analyzes the relevant data of human,material and financial resources of public health in Shandong Province from 2010 to 2016.Secondly,using Lorenz curve,Gini coefficient to estimate the overall equilibrium of the regional distribution of public health resources in Shandong Province;at the same time,to overcome the shortcomings of single index analysis,This paper also calculates the Taier index of the regional,inter-regional and overall public health resources allocation in Shandong Province,and obtains the contribution rate of the unbalanced influence within the region and between the regions.Finally,According to the present situation of allocation of public health resources in Shandong Province and the results of empirical research,the countermeasures and suggestions for optimizing the allocation of public health resources in Shandong Province are put forward.This paper finds that the public health resources in Shandong Province have the following problems: the total supply is low,the allocation between regions is not balanced,the distribution within the region is unreasonable,the equilibrium of allocation bypopulation is better than that by geography,and so on.These problems hinder the promotion of Shandong Province's ability of balanced allocation of public health resources under the background of regional coordinated development.At the same time,by exploring the reasons for the differences in the allocation of public health resources,and combining with the Lorentz curve,In view of the problems existing in the allocation of public health resources in Shandong Province,the research results of Gini coefficient and Thiel Index put forward to strengthen Shandong's economic development strength,to establish and improve the financial financing mechanism and financial service mechanism.To further promote the process of "new urbanization",establish a series of measures such as innovative management mechanism of public health resources,and rationally allocate public health resources for the government and public health departments,Realizing the construction goal of "healthy Shandong" provides scientific basis.
