The issue of drug prices is a major factor in the reform of China's health care service system.From the "China Healthy Plan 2030" promulgated by the State Council in 2016,it is proposed to "build the mechanism for negotiating drug prices and build the mechanism in the formation of drug prices".It is also proposed in the 2017 Nineteenth National Congress report that "to abolish unreasonable system,perfecting the price system for medicines.It is enough to see that the price of medicines plays an important role in china health service system.Drugs are key part of the drug security system.Whether the price level of drugs is reasonable,not only effect the satisfaction of basic resident's health needs,but also influence the protection of disease risks,and the improvement of social welfare.However,since china started a new round of medical reform in 2009,the problem of unreasonable drug prices has not been fully solved,which has seriously threatened to china's drug security system and health service system.Therefore,it is imminent to protect the health rights of residents,improve the medical security system,and solve the problem of drug prices.Based on stakeholder theory,information asymmetry theory,and captive control theory,this article starts with analysis of various interest subjects,which directly related to drug prices,like government,residents,public hospitals,and medical insurance.with analysis tools such as game models,econometric models and matrix models,it is concluded that the chinese government has too many administrative interventions in the process of drug price control,and the problem of endogenous control is prominent;the"double monopoly" position of public hospitals in drug market has made "taking medicine to support doctors",which has exacerbated the drug price;as a buyer of pharmaceutical services,the weak position of medical insurance and residents,has made the function of medical insurance to fail,and the medication autonomy of residents' has been seriously affected;the pharmaceutical company is a supplier of pharmaceutical products.Medical companies have a high risk of moral hazard,resulting in drug circulation and unreasonable drug pricing.Finally,based on the analysis of problems in stakeholders,combined with the experience of the developed countries,like the United Kingdom,Japan and the United States,and use the multiple co-governance strategy in stakeholder theory,a collaborative governance approach was proposed.Under the top-level framework of collaborative governance,all stakeholders adhere to the unified principles and requirements,actively play their roles,face drug price issues together,and adopt consistent governance actions to slove drug price issues.By this way,the drug price level is restored to a reasonable state.
