The acceleration of the process of global economic integration and the worldwide trade and investment liberalization as well as the application of new technologies,new materials and new processes in modern industry are promoting the types and number of occupational accidents and occupational diseases to continue to rise in many developing countries,while the situation of occupational safety and health(OSH)in China is more serious.OSH involve the core rights and interests of every worker and family,and are a major issue of common concern to the whole society.How to solve the OSH problems in the construction of modern industry and break through the problem that the government’s single governance effect is not significant has become a major issue that need to be addressed urgently in the field of safety management.Cooperative governance model has shown strong adaptability and outstanding governance effectiveness for cross-sector and cross-domain public issues.It is an inevitable requirement for modern society to build a multi-agent and multi-dimensional cooperative and interactive relationship in the governance of OSH issues.This study analyzed the agent,structure and relationship of China’s OSH cooperation governance based on the perspective of psychological distance.On the basis of clarifying the concept of multi-agent OSH psychological distance and analyzing the theory of OSH cooperation governance,combined with qualitative research,it constructed the theoretical model of OSH cooperation governance in the context of multi-dimensional psychological distance of hierarchical relationships firstly.Then,it described the multi-agent interaction mechanism and coupled the relationship between multi-agents and multiple levels to clarify the driving mechanism of OSH cooperation governance.Afterwards,quantitative data was obtained through questionnaire surveys,and statistical methods were used to analyze the relationship between multi-agent interaction coupling validity and driving factors of OSH cooperative governance.Based on the dynamic evolution logic,the system simulation method was used to reproduce the evolution trends of time change on OSH cooperative governance.Finally,based on the empirical and simulation results,a multi-agent OSH cooperative governance boosting strategy was designed.Specific research contents and conclusions are as follows:Firstly,construction of the theoretical system of multi-agent occupational safety and health cooperation governance from the perspective of psychological distance.(1)This study identified eight types of agent roles for OSH cooperative governance and defined their power,behavior,and responsibility boundaries,and positioned the roles of different agents at three levels:strong relationship level,relevant level and weak relationship level.(2)On this basis,according to the psychological distance theory,this paper analyzed the relationship between OSH of multiple agents from the perspectives of event psychological distance,psychological distance between subjects and psychological distance between layers.(3)According to the coupling effect,the evolution path of"primary cooperative governance-growth cooperative governance-standard cooperative governance-ideal cooperative governance"was proposed.Secondly,multi-agent interaction model construction and quantitative research on OSH cooperative governance.(1)Through qualitative research,the multi-agent interaction mechanism of OSH cooperation governance was clarified,and the current status of interaction between agents was analyzed from four levels:"interaction form-interaction dominance-interaction intensity-interaction continuity".It is found that the overall level of interaction between the agents is weak,and there is no good interaction between them.(2)The psychological distance between the interaction agents is close to each other,in which the interaction agents are close to OSH events(M=2.38),and the psychological distance between the agents and the levels is close to each other.(3)Furthermore,the coupling degree between different subjects and different layers is low,and the degree of cooperation is in the stage of"growth cooperation governance".Thirdly,construction and empirical analysis of governance driven model of OSH cooperation.Based on qualitative analysis,a driving framework of OSH cooperative governance was constructed,which included the psychological factors,environmental factors and psychological distance.The results of empirical analysis show as follows:(1)The cooperative governance of OSH of different agents is in the upper middle level,and the willingness of cooperative governance for origin is the highest.The willingness of OSH cooperation governance is lower when the age is less than 20 years old,divorced,the monthly income is higher than 50000 RMB,the monthly income of the family is higher than 200000 RMB,the education level is in primary school or below,the working years is between 3-5 years,the residential area is between 120-150m~2,the number of family members is more than 6,the political face is democratic party,and the identity is market subject.(2)The economic goal,safety goal,political goal,trust cost,social trust,individual responsibility and social responsibility of the psychological factors have significant predictive effects on the OSH cooperation governance.(3)The mediating effects of event psychological distance,psychological distance between subjects and psychological distance between layers on the variables of psychological factors and the OSH cooperation governance are all significant.(4)Among the environmental factors,policy type,policy popularization,policy identification,national economy,income level,capital investment,channel diversity,technical support,information sharing,cultural atmosphere,public opinion,and moral standards have significant moderating effects on the relationship between the psychological factors and OSH cooperative governance.Fourthly,simulation analysis of multi-agent system of OSH cooperative governance.Based on the theory of complex applicable system and the neural network model,an interactive learning system of multi-agent OSH cooperative governance under the control of multi-source information and coupling strength was constructed.By using the system simulation method,the evolution trend of multi-agent OSH cooperative governance under the influence of different factors changed with time.The simulation results show as follows:(1)Under the multi-source information interaction intervention,the psychological distance of multi-agent to OSH rapidly decreases,the level of OSH cooperation governance rapidly increases,and the policy environment intervention is the most effective to achieve the cooperation governance among the agents.(2)In the context of different coupling intensities,the psychological distance of OSH cooperation governance among different agents in the high-value and high-coupling state is the fastest,and can quickly promote the realization of OSH cooperation governance;different agents in the low-value and high-coupling state will delay the cooperation on OSH cooperation;different agents in the high-value and low-coupling state will first increase and then decrease;both the level of OSH cooperation governance and the speed of reaching cooperation are at the lowest level.(3)Based on agent differences,the level of OSH cooperation governance of eight heterogeneous agents under the influence of multi-source comprehensive factors shows a fluctuating rising trend.Specifically,under the high value and high coupling controller,the interaction between employers and workers,employers and market entities,employers and medical institutions,employers and news media,governments and market entities,governments and medical institutions,market entities and medical institutions,news media and medical institutions are significantly improved,and the government and employers have shown a“consistent”high interaction state;under the high value and low coupling controller,the interaction between the government and social organizations,the government and the public,the employing units and the public,the market entities and the public,the medical institutions and the public presents an obvious deterioration trend,and the interaction between the market entities and the news media,the market entities and the social organizations are always in a state of"estrangement";under the low value and high coupling controller,the interaction between workers and news media,workers and social organizations,news media and medical institutions,social organizations and the public is constantly increasing.Workers and medical institutions show a high interaction state of"consistency",and workers and the public,news media and the public show a high deterioration interaction state.Finally,according to the results of qualitative and quantitative analysis,the paper constructed a multi-agent boosting system of OSH cooperative governance,and put forward the boosting strategies of OSH cooperative governance from the aspects of psychological factors,situational factors,multi-dimensional psychological distance,multi-agent interaction coupling and their own behavior,so as to provide reference for the effective implementation of cooperative governance among different agents.There are 126 figures,108 tables and 298 references in this paper. |
