A Study On The Issues Facing Jinan's Public Health Equalization And Their Solutions

Public health services are,to a large extend,a public product.Equalization of public health services is tightly linked to health equity and part of social justice.It's an important part of the new health reform.This paper draws from theories on public services and existing studies on public health equalization,combines that with situations in Jinan to come up with a framework for the study and choose the factors.This paper uses the Gini coefficient and the concentration index as the main mathematical tools,does a great amount of quantitative study,compares both between the subjects and along the time to reveal the degrees of equalization.First it explains the background for choosing this subject,the goals and meanings to achieve,the scope of study,the literature review,the framework for the study,the methods,the key issues and difficulties.Then it clarifies concepts like public health and equalization and the chosen factors.Then it runs a great amount of quantitative study using statistical data from Statistics Bureau of Jinan and Committee of Health of Family Planning of Jinan,to quantify the degrees of equalization of Jinan's public health services during the year of 2013-2016.Then it analyses the main issues about the equalization of Jinan's public health services based weak links exposed by the quantitative review.Lastly it offers advice from aspects such as governmental leading,financial support,hardware resources,human resources and hierarchical medical system.
