Investigation And Analysis On The Status Of Residents' Health Card Construction In China

[Objective] The construction of resident health card plays an important role in realizing national population health informatization.Through the analysis of the status of health card construction in China,the problems and reasons in the construction of residents' health card were found,and some suggestions were put forward to the construction and development of residents' health cards.[Method] This study adopts literature research method,expert consultation method,questionnaire survey method,on-the-spot investigation method and descriptive statistics method.Literature review is used to understand the current situation of medical card construction at home and abroad.The questionnaire survey method was used to investigate the health card construction of residents in 25 provinces and 129 cities.The descriptive statistics method is used to describe the status quo of residents' health card construction,find out their existing problems and causes,and propose relevant countermeasures to provide guidance for guiding residents' health card construction.[Results] The overall pattern of health card distribution of residents basically formed.By the end of December 2016,there were more than 1 billion cards in 25 provinces and 129 cities,and 3 provinces had more than 10 million cards,and 9 provinces and 64 urban and rural residents covered more than 70%.The health card management service system of residents has been basically formed.All the provinces and cities have built a registration management system for residents' health cards.14 provinces have established a health card management department by relying on the health planning information center.Great progress has been made in the environment construction of residents' health card acceptance.424 three level hospitals,1018 level two hospitals and 42131 grass-roots health institutions can accept residents' health cards;46 cities have basically realized the full acceptance of grade three hospitals,34 cities have fully accepted the two level hospitals and 35 cities and cities realize grass-roots health institutions.All medical and health institutions in the 17 cities have accepted the general use of residents' health cards;some hospitals,grass-roots health institutions,and residents with health card outpatient visits of more than 80%.The residents health card has covered 63 basic application projects,the 63 expansion project.From the three aspects of the distribution,management and application of residents' health card,the problems of construction include: lack of propaganda,confusion of management subject,imperfect evaluation of work,slow construction of environment and low effective use rate.[Conclusion] The current status of the national health card issuance,management status and application status will provide data support to the National Health Planning Commission.The problems,reasons and suggestions in the construction will be of reference to the further promotion of residents' health cards.
