Health information management system infrastructure was first put forward as a part of health care system reform. Health information infrastructure is not only an important support of health care system reform, but also the important content of health care system reform. Medical card is a part of the health information infrastructure, and an important to promote the development of health information infrastructure. Medical card construction can optimize healthcare service process and improve the medical service quality and efficiency. It can make information of health institutions exchanges easy, and make resident who goes to different places to have a medicine and a real-time account come true. It can establish resident main index of health, which lays the foundation for electronic health records. It can accelerate the development of regional medical institutions, promote development of health information, and promote the development of overall health reform.[Objective] This study is to put forward plan of Hubei medical card construction, with the spirit of medicine and health system reform and the thorough analysis of medical card application situation, application mode and application requirement. Hubei information platform is constructed. Theory and methods are lay the foundation for Hubei medical card construction.[Methods] This paper adopts literature research method, Delphi method, scene investigation method and service oriented architecture design method, etc. Literature investigation method is used to collect related the domestic and foreign information about medical card application situation and application mode. Theoretical foundation is established for Hubei medical card mode analysis. Delphi method is used to discuss Hubei medical card mode and information platform design scheme. Scene investigation method is used to understand medical card construction situation of other provinces, which is to give reference for Hubei medical card construction. Service oriented architecture (SOA) design method is used to design Hubei medical card data integration platform. Cloud computing method is used to construct Hubei medical card information platform.[Result]⑴Medical card construction situation and the domestic and foreign problems are compared. Understand Hubei medical card demand⑵Hubei medical card mode is analyzed from card mode, card store content, card function and card management ,etc.⑶Hubei medical card information platform is analyzed from construction principle of Hubei medical card information platform, system structure of Hubei medical card information platform, and Hubei medical and health information private network, etc.[Conclusion]⑴Medical card will use the card which can support general development platform and has a certain storage capacity contact IC card + magnetic stripe, and gradually transit to non-contact IC card + magnetic stripe.⑵Medical card has 21 code numbers, including organization code, data, batch number, serial number, and check code, etc.⑶Medical card content mainly includes resident basic information and health information two parts.⑷Medical card includes medical function, identification function, settlement function and financial function four parts.⑸Medical data center is build by cloud technology.⑹Data center features include data management function, data storage, data exchange sharing, macro decision, information release and running management, etc.⑺The health information private network system construction includes link construction, network management, maintenance and operation, etc. VPN technology is adopted to form Hubei health information private network. The FC optical fiber links is used to connect provincial information platform and Wuhan municipal information platform. Community health service center is jointed to information platform private network with ADSL + VPN.
