The National Health Commission(NHC)launched the construction of the resident health card(RHC)in 2012.On December 13,2018,NHC issued the "Opinions on Accelerating the Popularization and Application of Electronic Health Cards(EHC)" document.EHC is an online application form of RHC.The EHC and RHC together form a “Combination of Virtual and Real” service network,providing a wide range of convenient medical services for different applicable populations and businesses.The object of this paper is RHC.It can greatly simplifies the process of treatment.The research work currently carried out around the RHC mainly focuses on the macro-architecture design,technical support,card management system,and HIS design.The key points are:(1)card management;(2)which services can be accessed;(3)transformation of the hospital service system;(4)security verification and so on.The importance of these concerns is self-evident,but residents are far from controlling health data throughout the business process.In addition to the rights of the card holder,the user accesses the data in the card in a relatively limited manner.Only in an environment with a dedicated card reader terminal can the card data be accessed.And data can only be shared among medical institutions and cannot be coordinated with other types of data.To solve the problem found,based on the reference to the RHC technical specification,this paper designs a gateway device and a WEB application.The gateway device includes an ISO/IEC 14443-compliant read/write card interface that can establish an underlying connection with RHC and also includes a TCP/IP-compliant network communication interface that can establish a connection with the server.The gateway device can perform the mutual conversion of the two protocols,that is,suggesting a two-way data channel between the RHC and the server.Moreover,a communication method based on the gateway device to exchange data between the RHC and the server is designed.Finally,residents can remotely access the data in RHC through the browser and can manage their own health data.And access to third-party services can enable data within RHC to be coordinated with other types of data.
