The medical assistance system serves as the basic guarantee for the people's right to health and survival,and the medical assistance system will help re-adjust social resources,reduce social disparities,alleviate social class conflicts,and play an irreplaceable role in building China into a prosperous,strong,democratic,civilized,harmonious and beautiful socialist modernized country.Since the founding of the People's Republic of China,the poor people,as the core group of civil affairs work,have made it extremely easy to expose themselves to the dangers of various diseases,both in terms of economic affordability and the original health status.Only by solving the problem of people's livelihood,which is the medical assistance of people with difficulties,can the order and stability of the entire society be guaranteed.As one of the typical cities in the Pearl River Delta,Guangzhou is home to a large number of migrant workers.At the same time,Guangzhou's “Old Eight Districts” has a large permanent population.The poor health status of poor people,the heavy economic burden of medical care,and the low utilization rate of some health and medical services have made their medical and health resources less manageable.These problems have made them a “short board” of society.How to improve the level of assistance for the accessibility of medical assistance for the needy people in Guangzhou? How to break the bottleneck and obstacles of the current system? This is a major issue worthy of study.This article is based on the status quo of the development of medical assistance in Guangzhou and focuses on the accessibility of medical assistance to the poor people in Guangzhou.Using the literature research method,questionnaire survey method and interview method to construct a medical assistance accessibility analysis framework on the basis of the theory of equalization of public services,and construct evaluations from suppliers(government),demand parties(difficult people)and safeguard measures.The Guangzhou Medical Assistance Accessibility Index System is a comprehensive evaluation of the six aspects of the system: accessibility,availability of funds,accessible coverage,standards,technology and access to channels.Therefore,this paper proposes to help the hard-pressed people in Guangzhou enjoy their basic public health services rights by integrating the medical assistance system,optimizing departmental resources,breaking the financial constraints of the medical assistance fund,updating the concept of relief,and constructing social support networks.To help Guangzhou difficult people to enjoy a higher degree of medical assistance,improve the well-being of life,and thus maintain the stability of society,and promote the development of social and economic stability.
