AimOur country have about 30 million city's poor people at present and now the question about these people's medical treatment have been the most prevalent challenge in our city. These population can not burden the fee-for-service because they are lack of income and the price of medical treatment has risen despite their health status is bad. The parochial project of medical aid about city's poor people has been tried out, but the most of these people cannot receive the guarantee of basal medical treatment. So my research is based on ensuring this colony's basal demand of medical treatment to discuss the fitting pattern of medical insurance and push the establishment of nationwide project.Research methods1 Objects: the family which draws the lowest living indemnificatory subsidy and lies the middling income level.2 Sampling method: random cluster sampling.3 Statistical method: descriptive statistics ; chi-square test ; t-test ; use/need ratio ; logistic regression ; the coefficient of economic risk of illness.Results1 Adult sex ratio is 92 in poor family which may be among the reasons of low income. Divorce rate and bereft of one's spouse rate are higher in poor family than in ordinary family. Educational level is lower in poor people and un-employment rate obtains actually 64.7%. In the year before investigating, the family which is that payout exceed income occupy 43.3% in poor family, about half of the poor family are that Engel coefficient exceed 60% and the part of family which is that annual medical treatment consumption exceed annual family income is 5.9%. Through analyzing the family foodstuff consumption and the average area of housing, we can consider that poor people in the nutritional status and inhabitation condition is worse than ordinary from the statistics.2 The standard incidence rate of two weeks in poor people is 24.92% which is higher clearly than 11.31% in ordinary people and the mankind is higher than female comparing the sex incidence rate of two weeks. The incidence rate of chronic disease has no difference in two kind of crowd. The using rate of health service is 9.63% and the annual rate in hospital is 3.54% in poor people.
