Research Of Retirement Pattern In Rural-Urban Continuum Of Weihai

China has passed into an aging society since 2000 and the degree of the aged phenomenon has become more seriously.Several problems have emerged from this situation including shortage of nursing home beds,increasing number of elderly patients,limited medical conditions and continuing increase of life expenses.Our current pension and insurance system are facing multiple new and severe challenges.To satisfying the basic medical and retirement needs of senior citizens,promoting a new retirement pattern that combines medical care and pension system together in the rural-urban continuum of Weihai and other small towns becomes important.Learnt from the experience of development of nursing institution in developed countries and exploration of new retirement pattern in other cities in China,combining multiple resources together and transformation of retirement houses are inevitable and necessary to improve the life quality of senior citizens.“Integrated Pension and Medical Retirement Pattern” rises to solve the problem that current pension plan and medical insurance system cannot measure to the increasing mental and material needs of senior citizens.This article is mainly about research on this new system.The subject of this article is researching on the application of the new retirement pattern in rural-urban continuum of Weihai.In the following research,multiple welfare theory,demand theory,quasi-public product theory,and Pareto Optimality theory have been used to support researching in the retirement pattern using methods including literature research method,depth interview,case study,questionnaire method,et cetera.This article covered following aspects: self-care ability,economic conditions and care needs of people using house-based care and people using institution-based aged care;case study of setting up geriatric department in public hospital,high-end private nursing house,regularly visit of community doctors,and the cooperation between retirement house and medical institution;current problems including shortage of budget,overlapping management,medical institution understaffed that the new retirement pattern facing.There are three main factors that may cause present situation,namely,management system,funding mechanisms,and compensation and training of medical workers.Based on the research of retirement system of the United States and Singapore and the exploration of retirement system transformation in Beijing,Harbin,and Liaocheng,I think the “Integrated Pension and Medical Retirement Pattern” suits the current situation of small towns and especially rural-urban continuum in China.Several scenarios of “Integrated Pension and Medical Retirement Pattern” have been studied along with the practical situation of Weihai.Suggestion are made on introducing market capital into funding mechanisms,optimizing medical resources allocation,develop basic medical staff,and strengthening management system.
