Career Preparation Of Medical Staff Elastic Retirement System Feasibility Study

After the release of main data of the sixth census of the People’s Republic of China, thereform of retirement system become heated again among all sectors of society, against thebackground of China’s aging problem and rapid demographic transition. The retirementsystem is closely related to China’s harmonious and stable development, a slightadjustment of which may affect the whole situation. The current retirement system,established since the foundation of China, accelerated the development of social security atthat time.Currently, however, our country is undergoing earth-shaking changes, and theexisting retirement system has been gradually proved incompatible with the currentsocio-economic development, whose drawbacks has hindered the sustainable developmentof China’s current social security system.In the sub-forum titled “Asian population situation and the aging countermeasures” of2012Boao Forum for Asia, Chen Zhiwu, professor of finance from Yale University putforward his own opinion towards our current retirement system:"It is too cruel for men toretire at the age of60, women at55at the expense of too much human capital ". ProfessorChen’s point of view involves only one factor in the retirement system, but it is also a vitalone. The retirement system is a complex, whose reform covers the labor market, thecapacity in providing for the aged as well as employment. During the rapid aging process,it is urgent for us to make adjustment in the current retirement system and implement it in aflexible way.Based on China’s current national conditions, the author investigated the doctors andnurses of a county hospital through fieldwork to do an in-depth research. Through thelongitudinal analysis of history and current situation of the horizontal analysis, wecombined theoretical research and normative research. Then from the general analysis tothe individual case to abstract the general conclusion of analysis method, we use statisticaldata and different theories. And try to from a new perspective on the present situation ofcurrent retirement system, trend and its implementing the flexible retirement system of itsnecessity, feasibility of in-depth analysis and concluded the basic feasible conclusion.
