| At first glance,there is no connection between “the government’s public health care service” and “fertility desire”,but when the three attributes “city”,“elder women”,“two kids” are put before it,the relationship between them can be concluded the logic between “the government’s public health care service” and “the fertility desire of city elderly women” with the preliminary analysis in the description of the thesis.Based on the previous researchers’ result and experience of the government’s public health care and fertility desire,combined with theory,the thesis has analyzed closely the logic between elderly fertility desire of women for two kids and the government’s public health care,taking the case of Shanghai.When giving birth to the second kid,elderly women will not only take the economic factors into consideration,but also they will be more concerned with the level and quality of the public health care provided by the local government.Under the same economic condition,the better the government’s public health care service is and the higher its quality is,the stronger the fertility desire of elderly women for two kids in the region will be relatively.After the wide opening policy of two kids in 2016,the elderly women have no strong desire to give birth to a second kid.So,how to encourage these elderly women? The thesis argues that the key point is that the government should shift the function of the government,transforming it from the economic construction government to the service government gradually.Meanwhile,it requires further increase of the government’s financial investment on public health care service and the introduction of more and better medical service resources,including technology,equipment,facilities,doctors,nurses and services,etc.to ensure that the risk of adverse health factors of elderly women in the birth of two kids are in the controllable range,to reduce the incidence of birth defects and to make contributions to the harmony and happiness of a family. |
