In the report of the thirteen National People's Congress,Premier Li Keqiang proposed to deepen the reform of the system of talent development,coordinate the reform of personnel compensation in public hospitals,and strengthen the construction of a team of health technology talents not only to promote the development of health services and to ensure the health of the people,but also to implement a healthy China strategy.It is the inevitable requirement of building a well-off society.In the development of the market economy,the development of the second divisions of the Corps is gradually lagging behind,which leads to the serious loss of the staff and workers of the Corps,and the second division is far from meeting the medical needs of the workers.The second division of the Corps is an important division in the boundary between the north and the south.If the team of health technicians is built,it can promote the development of medical and health care in southern Xinjiang,promote the construction of people's livelihood projects in southern Xinjiang,and help promote social stability in southern Xinjiang.And long-term stability.The second division's economic development level and the number of medical and health care are all in the intermediate level of each division.It also has the characteristics of medical and health care in the north and south of China.There are generalities and representativeness of the health technical personnel of the the Xinjiang Production and Construction Corps,and there are researches on the construction of the health and technical personnel team.Helps to understand the overall situation of the Corps,promote the development of the Xinjiang Production and Construction Corps' s health undertakings,and ensure the continuous completion of the tasks of the battalion regiment.In order to explore the problems in the construction of the second-ranking medical and technical personnel team,on the basis of consulting the literature,this article synthesizes the research status of talents and health talents at home and abroad as well as Xinjiang and the Xinjiang Production and Construction Corps health technology talents,using the theory of human capital,contingency theory,and environmental systems.Theoretical and learning-based organization theories are used as the basis.Questionnaires are distributed to health technicians in the Second Division Korla Hospital,Pei Hospital,the Epidemic Prevention Center,and the regimental and community hospitals.They are also the leaders of health bureaus,staff,hospital doctors,and nurses.Interviews with newly recruited talents,etc.,and foundthat the second division's health and technical talent team has achieved a steady increase in the total number of qualified personnel,a healthy development in matching posts,a coordinated implementation of talent development,a significant improvement in the work environment,a general awareness of self-access learning,and a health aid work in Xinjiang.Promote achievements in talent team construction and other aspects.This article analyzes the hierarchical distribution of health professionals in the second division,the distribution of the reclamation area,age,majors,academic qualifications,and professional titles.It describes the construction of team introduction,training,promotion,remuneration,evaluation,etc.,and discovers the second division of health and technical personnel.In the process of team building,there are problems such as unbalanced distribution of levels,low overall quality,lack of age structure,lack of demand planning,weak awareness of the echelon,and low stability of the team,and find five reasons for the environment,systems,policies,mechanisms,and individuals.The reasons for this are: First,we must increase macroeconomic control at the government level,increase financial investment,strengthen policy implementation,grasp the opportunities for aiding Xinjiang,increase cooperation between the military and the military,formulate talent planning,and adjust regional distribution;second,we must improve talent introduction mechanisms.Change the concept of traditional employment of talents,introduce talents through multiple channels,and promote the rational flow of talents.Third,improve the talent training mechanism,formulate scientific training plans,implement various forms of training,set up different modes of training,track and evaluate the effectiveness of training,and connect with multiple training resources;Fourth,we must improve the talent evaluation mechanism Build a scientific performance evaluation mechanism,the establishment of reasonable professional title evaluation system;fifth is to build the entire personnel stabilization mechanism,establish a scientific pay system,with a reasonable staffing,strengthen humanistic care personnel,improve the psychological quality of talent.
