Objective:To evaluate the operational efficiency of the division-level hospitals of Xinjiang Production and Construction Corps and analysis the influencing factors, put forward reasonable suggestions and decision-making reference to improve the hospitals running efficiency.Methods:This research is based on data envelopment analysis, multiple linear regression and other methods. Data envelopment analysis (Dea) method mainly adoptsC2R,BC2, and Malmquist models.Results:1. According to the result of the literature research, this study used the numbers of actual open beds, the number of medical technical personnel, total expenditure as input index, used the number of outpatient and emergency,operation number, business income as output index.2. The annual analysis found out there were35.71%of hospitals at the constant returning to scale stage in2009; there were42.86%of hospitals at the constant returning to scale stage in2010; there were21.43%of hospitals at the constant returning to scale stage in2011.3. According to the results of Malmquist index, in the years of2009-2010, there were64.29%of hospitals’productivity increased, and35.71%decreased; there were71.43%of hospitals in technical progress, and28.57%in technical recession.In the year of2010-2011, there were half of hospitals’productivity increased and half decreased; there were28.57%of hospitals in technical progress, and71.43%of hospitals in technical recession.5. The influencing factors analysis results show that the per capita GDP, fiscal subsidy revenue impact on pure technical efficiency is significant (P<0.05); The open beds, resident population and the day of average be in hospital influence on the efficiency of the scale is significant (P<0.05); Resident population, and the annual fiscal subsidies income and the number of outpatient and emergency of every worker undertake influence on the technical efficiency is significant (P<0.05).Conclusion:1. By the number of open beds, health technical persons, total spending, the number of outpatient and emergency, the numbers of operation and the business income to build the efficiency of the evaluation model are typically well, has strong maneuverability, simple and easy.2. The increase of14hospitals’productivity mainly due to the increase of the scale efficiency, scale expantion too fast have influenced on the increase of the technical level.3. When hospitals at the constant returning to scale stage, one way to improve technical level is to adjust the factors of production until reach to optimal combination.4. The days of average be in hospital,the numbers of actual open beds, the number of outpatient and emergency of every worker undertake are the main factors affecting the efficiency, on the other hand, GDP per capita impact on pure technical efficiency, the resident population have an impact on the overall efficiency.Advice:1. To strengthen management and improve the efficiency by the existing resources. Focus on the key indicators of affecting efficiency to improve the hospitals’running efficiency.2. Build up talent introduction mechanism; further improve the level of medical technology, providing high quality medical service to patients.
