Fish is an important source of high-quality animal protein for humans,and the fishing industry is an important sector that provides food for people.Since the 1960 s,global fish consumption has increased fivefold,accompanied by a series of problems caused by the unsustainable use of fishery resources.Therefore,sustainable utilization of fishery resources and implementation of sustainable fishery management policies have become a consensus among countries around the world.As a major fishing nation in the world,China has had close cooperation with the European Union(EU)on fisheries issues.The China-EU Blue Partnership Agreement reached in 2018 has historical significance in the field of marine and fisheries cooperation between the two sides.China,as the world’s largest marine fishing country,not only plays an important role in promoting industrial development and maintaining global food security but also bears a significant responsibility in protecting marine ecological environments,conserving fishery resources,and achieving sustainable fisheries development.However,under the influence of multiple factors such as overfishing,climate change,and marine environmental pollution,China’s sustainable fisheries management faces major challenges.In recent years,China has continuously improved and perfected its fisheries policies and explored more effective policy and management models,such as controlling fishing capacity,promoting quota management,and developing green aquaculture,to promote sustainable fisheries management.However,due to the large volume of China’s marine fisheries,the large number of practitioners,the complexity of fishing operations,the variety of fishing species involved,and the complexity of the waters,the current sustainable fisheries management policies still have room for improvement.Therefore,this article analyzes the sustainable fisheries management policies of China and the EU and considers the China-EU Blue Partnership Agreement to provide some suggestions for China’s sustainable fisheries management policies.This paper first conducts theoretical analysis of sustainable fisheries management and the blue economy.It mainly introduces the concept,characteristics,and influencing factors of sustainable fisheries management and introduces sustainable development theory and resilience theory as the theoretical basis for sustainable fisheries management.At the same time,as a key point closely related to the China-EU Blue Partnership Agreement and sustainable fisheries management,the blue economy is also an important part of the analysis.Through the analysis of the concept,development,China-EU blue economy cooperation situation,and the relationship between the blue economy and fisheries,the article aims to have a clearer understanding of sustainable fisheries management and the blue economy.Next,an analysis was conducted on the current sustainable fisheries management policies in China and Europe.A quantitative analysis was carried out on the fisheries development of the EU and China,indicating the overall scale and current status of fisheries development on both sides.Subsequently,two representative core policies of the EU,the Common Fisheries Policy and the Maritime Strategy Framework Directive,as well as the latest EU Biodiversity Strategy for 2030,were analyzed from the perspectives of background,content,and effect.Then,China’s sustainable fisheries management policies were organized according to the content of aquaculture,fishing,and deep-sea fishing to intuitively reflect the policy comparisons between the two sides.Afterward,the impact of the China-EU Blue Partnership on the sustainable fisheries management policies of both sides was analyzed.By analyzing the development process of China-EU marine fisheries relations according to the nodes before and after the establishment of the Blue Partnership,it is shown that the scope and depth of cooperation between the two sides have further expanded and deepened after the establishment of the Blue Partnership.The development of the China-EU Blue Partnership was reviewed,starting from the official agreements reached at each meeting of China and EU leaders,summarizing the speeches,analyzing the implications behind them,and elaborating on specific cooperation areas achieved by the Blue Partnership.This was followed by an analysis of the characteristics of the relationship between the two sides and the cooperative impact of the Blue Partnership on their sustainable fisheries management policies.Finally,based on the comparative analysis of sustainable fisheries management policies between China and Europe and the research on the China-Europe Blue Partnership,specific suggestions were put forward to improve China’s sustainable fisheries management policies: further improving the relevant legal system and law enforcement of China’s sustainable fisheries management;strengthening international cooperation on sustainable fisheries management through international platforms such as the China-Europe Blue Partnership and actively participating in international and regional fisheries management organizations to promote China’s positive ideas and policies on the international stage;developing innovative management models and optimizing management mechanisms;fully mobilizing public participation and increasing publicity,education,and popular science as well as protecting the rights and interests of fishermen in policy making and promotion;continuously increasing scientific research investment and fully following scientific principles in policy making;and adhering to China’s actual national conditions.In summary,sustainable fishery management policies should fully consider China’s actual national conditions.The platform construction of the China-Europe Blue Partnership will provide broader opportunities and space for China and the EU to cooperate on sustainable fishery management,but we must pay attention to the different actual situations of the two countries in international cooperation and avoid the "copying" mindset.We must have firm confidence in our own path,theory,and system,so as to make China’s sustainable fishery management policies more perfect and in line with reality,and give full play to the guiding and constructive role of policies. |
