Research On Performance Evaluation Of High Standard Farmland Project In Fangcheng County

The world is safe.The construction of high standard farmland is a necessary way to improve agricultural production capacity,increase farmers’ production and income,and ensure national food security.The performance evaluation of high standard farmland project construction is the basis for the project implementation subject to correctly select and implement the high standard farmland construction,and is also the key basis for making scientific decision,optimizing the project implementation and improving the project benefit.At the same time,the high standard farmland in our country has made great achievements,and there are some problems such as substandard quality,imperfect management and protection mechanism and limited utility.Based on this,it is of great significance for the future construction and development of high standard farmland to construct the performance evaluation system of high standard farmland project,to analyze the overall situation of project implementation and to excavate the existing problems.Based on the county high standard farmland construction,Fangcheng County of the national agricultural province as the research object,combined with the relevant theory and project construction practice,Fangcheng County 2019 high standard farmland construction project was selected as the municipal research object.On the basis of data collection and field investigation,the results of empirical analysis are obtained.The results of the study are as follows:(1)In the five project areas,the performance level of each area is excellent,general and good,which indicates that the performance level of high standard farmland project in Fangcheng County is mixed.(2)In the evaluation of single indicators,the degree of necessity,task completion rate,investment per unit area and the effectiveness of control measures are the highest in 23 evaluation indicators,and above 90% in excellent and good grades.The three indexes of road accessibility,soundness of control measures and public satisfaction are mainly distributed in general and poor grades.In the process logic evaluation and analysis,the performance level of decision dimension is the highest,which indicates that the allocation of funds is in place,the performance goal is more consistent,and the investment per unit area is better controlled.The excellent and good rate of process dimension is 92,which indicates that the project task is completed well,and the control measures are in place in the construction process,and the financial expenditure is more standardized,which ensures the stable development of the project.The overall performance grade is in the excellent level,the excellent and good rate is over 90%,the output is slightly lower,the excellent and good rate is73,the benefit is the worst,and the excellent and good rate is 53.It shows that the construction effect of high standard farmland project in Fangcheng County is at a good level,but the benefit is not satisfactory.From the overall evaluation,the proportion of excellence is 48.1,the proportion of good is 26.9,the proportion of general is 16.3,and the proportion of poor is 8.7.It can be seen that the construction of high standard farmland project in Fangcheng County in 2019 has achieved a better performance level,the project objectives can be basically completed,and meet the implementation standards,and achieve higher construction performance.(3)According to the evaluation results of each index,the problems existing in the construction of high standard farmland in Fangcheng County are mainly low road access rate,insufficient industrial integration,low public participation rate and insufficient control mechanism in the later stage.
