Research On Informatization Construction Of Jiangsu Maritime Supervision

The Jiangsu Maritime Safety Administration was established in 2000.Since its inception,Jiangsu Maritime Safety Administration has been adhering to the principle of science and technology as the first priority,and attaches great importance to the construction and effective use of information technology.With the deepening of the national decentralization and decentralization,maritime supervision has undergone profound changes in the pre-regulatory and post-event supervision,the pressure of water supervision is also increasing,and the support of informationization is urgently needed.Jiangsu maritime supervision informationization construction is to integrate information technology and supervision deeply,taking digital maritime construction as the leader,it has promoted the modernization of maritime equipment and promoted the improvement of Jiangsu maritime supervision.This paper combines maritime work experience,through literature research,comparative analysis,summary induction,theoretical joint practice,etc.Through in-depth analysis and research on the Jiangsu Maritime Supervision Informationization Construction from the perspective of public service,it is found that there are many problems like,repeated construction of information system,the information resource integration processing capability is not strong,the informationization project construction is large,the integration is small,insufficient use of maritime information resources,the repeated construction of the system,the repeated configuration of hardware equipment,etc.are serious,resulting in serious waste of resources;The information service capability is weak,not tightly integrated with business needs,the awareness of information service is not strong,the supervision information function is incomplete and the coverage is narrow;On-site supervision equipment cannot meet the increasingly complex on-site regulatory requirements,relying on traditional manual information collection methods,lacking VTS,CCTV,and AIS systems covered by the entire jurisdiction;The use rate of supervision information equipment is not high,and on-site law enforcement personnel have not fully exerted their functions,and there is a phenomenon of"rebuilding and light application".In addition,this paper analyzes the causes of problems from the aspects of maritime planning,maritime service capability,infrastructure,insufficient use of information systems,etc.,and based on the current situation of Jiangsu Maritime Supervision Informationization Construction,draws on the level of supervision and information construction.The experience and practices of higher countries have proposed the following countermeasures for strengthening the Jiangsu Maritime Supervision Informationization Construction:First,it is necessary to strengthen the overall planning of Jiangsu Maritime Supervision and Informationization construction;second,it is necessary to provide information management services for maritime affairs supervision;third,it is necessary to strengthen the construction of maritime supervision and information equipment;fourth,it is necessary to strengthening the construction of maritime supervision informationization talent team.This research has played a positive role in strengthening the construction of Jiangsu Maritime Supervision Informationization,and is conducive to meeting the urgent needs of external and maritime internalization of regulatory informationization,and is conducive to promoting Jiangsu maritime "smart maritime construction" and taking the lead in achieving maritime affairs.Modernization provides a strong guarantee for the strategic implementation of the Yangtze River Economic Belt.
