The Study Of E-maritime Construction

E-maritime is the use of network communication and computer information technology across the boundaries of time and space between maritime agencies and departments to enforce law system. To realize the restructuring of the maritime law enforcement and administrative process optimization, the public to provide quality maritime information services to the society. For achieving the purpose of scientific management and to establish a higher efficiency, we need to build an honest, fair and open maritime administrative operation mode.Chinese maritime system as subordinate water transportation safety of law enforcement in our country perform many roles to protect our country such as the water traffic safety management, ship inspection, crew management as well as prevention of pollution and maritime security and other administrative and law enforcement duties. Because the contrast of the entry into force of China’s accession to the international maritime conventions is active, maritime management gradually become closer to the International Maritime Organization prevailing rules. Due to traditional extensive single port management mode change to a simple waters management mode, this transform is more emphasis on providing convenient, timely and higher quality of water security service to the citizens, shipping companies and the public. In order to adapt to the development of marine management and multilevel all-round development, the construction of marine electronic government has become an important measurement to achieve the above objectives.During years of construction, the construction of E-maritime has made an successful progress, maritime institutions at all levels generally established official website where they developed many special maritime business systems. Also the construction of E-maritime built automatic internal offices and initial construct the maritime public service.But there are still existing six problems: first is the gap between information offices and business offices. Secondly, planning and project management is not perfect which means that the errors are still existing; the third is the lack of professional support; the fourth is the lack of data management planning which lead to that the information service ability is weak; the sixth is the severe problem of information security.Therefore, this paper attempts start with the concept of electronic government affairs and integrate the use of literature research method, inductive method, comparative study method and other methods and also combine with the maritime business systems and the electronic characteristics of the constructional analysis and inner reason of existing problems, as well as the relevant experience at home and abroad, to support four suggestions: one is we need to fix the potential problems which will perfect or e-government system construction mechanism; the second is that considering users’ needs to orient development of e-government construction; for the third one, the construction of information security need to be strength; the last one is that we need to pay more attention to fix the problems in optimization platform and hardware construction.The key of E-maritime construction is to combine the infrastructure construction, system construction and internal business process reengineering. The goal is to promote water safety supervision and information services to the smart of the direction of development. Then a comprehensive set of maritime e-government will be the future of Chinese maritime system development which will bring a great involution.
