Research On CNPE Experience Feedback System

Experience feedback,as an important management measure,can effectively improve the operational safety level of nuclear power plants,but it is mainly used in the operational stage of nuclear power plants.With the introduction and further development of nuclear safety culture,the content of experience feedback work has gradually expanded from the operational stage of nuclear power plants to all stages of project construction,and nuclear power as the most important participant in the construction stage of nuclear power plants.With the improvement and effective operation of experience feedback system,the general contracting engineering company can fully collect,extract and manage the experience of total nodule power construction,and apply it to the follow-up nuclear power unit construction,laying a solid foundation for the safe and stable operation of nuclear power units after completion.Firstly,this paper analyses and summarizes the management and characteristics of nuclear power projects in China's nuclear power projects.Secondly,it introduces the development of international experience feedback and the experience feedback system of NNSA's nuclear power plants,and compares it with the experience feedback system of major domestic nuclear power engineering companies,which provides a reference for the establishment and improvement of the experience feedback system in CNPE.Subsequently,this paper systematically and completely carries out case studies on the theoretical model of experience feedback management system and the framework of medium-sized nuclear engineering system of nuclear power general contracting engineering company.Under the guidance of the theoretical model,this paper constructs a system framework of experience feedback in 17 key areas,including six aspects: organization,management principles,document system,meeting system,methods and tools,and incentive and safeguard measures.The framework covers all the essential elements of experience feedback management of CNPE and is applied in practical work.In order to verify the operation effect of the experience feedback system,based on the good practice of peer evaluation in the nuclear energy industry,an index system for evaluating the experience feedback system of the nuclear power general contracting engineering company is constructed.By adopting the method of performance target and evaluation index,seven aspects are included: organization and management,report,screening,analysis,corrective action,application of experience information and construction of nuclear safety culture.In this respect,dozens of evaluation indicators have been constructed,covering all the important elements of the operation of the experience feedback system of the nuclear power general contracting engineering company.It is the first time in the field of nuclear power engineering construction in China that the expert evaluation system not only verifies the reasonableness and validity of the evaluation indicators,but also verifies the effectiveness of the experience feedback system of nuclear power engineering.At the end of the paper,the main findings and conclusions of this paper are summarized,and the future development of experience feedback system of CNPE is prospected.It is also hoped that this paper can provide a scientific method and basis for the construction and evaluation of the experience feedback system of the nuclear power general contracting engineering company.Ultimately,it will provide pre-positioned safety assurance for improving the level of nuclear safety operation of nuclear power plants in China.
