With the advent of the era of high-speed rail and information,the demand for electronic information processing in train organization,maintenance,administration and other business of China Railway Shanghai Bureau Group Co.,Ltd.is becoming more and more urgent,and the scale of related communication engineering construction is increasing.In the whole period of project construction,on the premise of guaranteeing quality,the progress of project construction is delayed due to various reasons.Therefore,this paper has realistic research significance on schedule planning,control and monitoring of large-scale railway communication projects.Combining the characteristics of railway communication engineering,such as heavy workload,low technical complexity,few management levels and high safety requirements,this paper studies the principle of Critical Chain Method(CCM),compares the advantages and disadvantages of traditional Critical Path Method(CPM)and plan evaluation technology,the paper establishes the application of CCM as a tool for project schedule management.The application of CCM in railway communication engineering needs to solve two problems: the adaptation of buffer settings and the effectiveness of monitoring mechanism.On the basis of researching the papers of experts and scholars at home and abroad,the process of setting buffer is formulated,which is suitable for the construction characteristics of railway communication engineering.For the buffer setting of the project,the grey prediction technology is used to calculate the delay caused by various reasons in the process of the critical chain and add it to the process schedule,so as to avoid the huge deviation between the project schedule and the actual construction situation,resulting in the loss of feasibility of the schedule.In the aspect of optimization of schedule monitoring mechanism,the research literature shows that with the progress of the project,the risk of delay will be gradually reduced,so the alarm threshold of buffer consumption is set to different extent and different emergency response plans are formulated.Under the macrolevel monitoring,according to the subdivision of each process,the expert scoring method is used to score the delayed risk factors of each project implementation step,and the weight of these risk factors is allocated.By calculating the risk weights,different alarm thresholds,monitoring frequencies and emergency rectification measures are set on the buffer zone of the construction process with different risk weights.In this way,the progress of the project can be effectively controlled by the secondary monitoring.When there is a tendency to delay,timely detection,timely rectification can be achieved to ensure the orderly progress of the project.Finally,through the practice of relevant projects,we can draw the following conclusions:1.Through the study of the characteristics of railway project construction,and the use of grey forecasting technology to optimize the project buffer after the critical chain schedule is in line with the actual project,the overall progress of the project can be steadily progressed in accordance with the formulated schedule plan completely and operable.2.By monitoring the overall consumption of the buffer zone and the process consumption of the buffer zone to monitor the construction progress of the project,can better grasp the progress of the project.When the project is prone to delay,it can be found in time,corrected in time,and effectively corrected the project schedule deviation.
