Research On The Problems And Countermeasures Of Civil Aviation Public Safety Management From The Perspective Of Risk

In recent years,the continuous growth of China's civil aviation passenger volume brings many new difficulties to the civil aviation industry,and also makes the civil aviation industry face more new challenges.The probability of unsafe incidents is also increasing.Public safety incidents are attracting more and more attention from the public.Due to the particularity of civil aviation,once a safety accident happens,it will not only cause great social impact,but also bring harm to the safety of life and property of the state and the public,so this puts forward higher requirements for the public safety management of China's civil aviation industry.Often can be informed of media reports,the flight was delayed because of the frequent occurrence of aircraft and passengers occupied time,passengers due to violence and personal reasons in the aircraft passengers because of dissatisfaction with the ground staff,passengers strike violently damaged the interests of the situation and so on,can be clearly felt in the United States experienced a "9.11" terrorist attacks,I in Yichun after the crash,the civil aviation industry is on high alert the public security,there is a certain degree of the civil aviation industry panic.The main research of China's civil aviation industry is also focused on the emergencymanagement.However,how to form a normal civil aviation safety management system to ensure the safety of the long-term civil aviation activities and research is relatively weak.Civil aviation is a very complex system,including the civil aviation management department,local government,airport,air control,airlines and other agencies and departments.In the normalization of public safety management,all units need to cooperate with each other.Therefore,starting from the identification and control of risks,it is necessary to analyze the public safety management of civil aviation,and build and solve the existing problems.In this paper,combined with the situation of various units involved in civil aviation activities,through the "5.10 airport passenger elevator collision A330 aircraft wing incident","5.4 illegal lifting kite flying lead to flight backup and return","8.24 fire rescue vehicle runway intrusion" and other incidents show that there is a lack of daily public safety management,information circular.Institutional imperfections and untimely problems,and to dig deeper in the public safety management problems.Through the analysis of the training and education of new captain and the quality of cockpit resource management,it is pointed out that there are many aspects that need to be improved continuously in public safety management.China's civil aviation system reform is not thorough,the civil aviation public safety management system is imperfect,the safety information exchange platform between departments is not perfect,the reward and punishment system is not clear leading to the profit of each department,staff awareness of public safety management is insufficient,and so on,are leading to limited risk identification in civil aviation activities,public safety management capabilities.The main factors limiting the promotion.This paper mainly applies theoretical analysis,data analysis,comparative analysis and empirical analysis to study civil aviation public safety management from the perspective of public management.Through the research on the local government departments,airports and airlines,to the East Uni Airways Corporation as an example,the investigation and Analysis on the existing civil aviation risk management in our country,put forward the construction safety management system,strengthen government support,pay attention to process control,improve the risk assessmentmechanism,improve the public security linkage mechanism,increase investment in science and technology pay attention to personnel training,to promote cultural construction,cultivate the cultural atmosphere and the improvement measures.
