As is known to all,one of the most important elements of national core competitiveness is science and technology.The research and exploration of science and technology rely on large-scale scientific instrument facilities and Research Laboratories.After the 19th National Congress,the article no.64[2018]of the Ministry of Science and Technology of the People's Republic of China and the Ministry of Finance,entitled"several opinions on Strengthening the construction and development of state key laboratories," stated that the state key laboratory system should be fully established by 2025 Scientific Research Level and international influence jumped 1.However,there are relatively few studies on the construction risk management of the state key laboratory projects in our country.The purpose of this study is to enrich the research on the construction risk management of the state key laboratory projects,at the same time ensure that the actual project construction in the risk management has a scientific and reasonable theoretical basis for support.On the basis of the relevant research of state key laboratories at home and abroad and the theory of Project Risk Management of state key laboratories,combining the characteristics of a state key laboratory project in Beijing,the construction risk management of a national key laboratory construction project is studied.Firstly,the risk factors of XX state key laboratory project construction are identified by literature analysis and Brainstorming,and the initial risk list of the project construction risk is obtained.Then,by using the method of expert investigation and combining with the construction characteristics of the project itself,the original risk list has been revised or supplemented,and the final risk list of a national key laboratory project has been obtained.Next,on the basis of the final list of construction risks,a hierarchical risk evaluation index system is created,and the construction risk factors of the project are divided into three levels,and then the weight of each level is calculated separately,the weight of the Project Construction Risk Index is obtained,and then the risk factors are sorted according to the weight.Based on the theory of analytic hierarchy process(AHP)and fuzzy evaluation method,the fuzzy comprehensive evaluation model of XX state key laboratory project construction risk is established.Finally,according to the four risk coping strategies in common use and the results of the risk evaluation of this project,the paper gives the concrete suggestions for the different risks in the construction process of this project.
