Research On Risk Management Of Communication Laboratory Construction Project In A City

A municipal communication laboratory construction project is a communication laboratory jointly constructed by a national laboratory and local government.The laboratory will serve the local industrial cluster of a city.Provide all-round services such as policy interpretation,product testing,standard implementation,technical consultation,product commissioning,comprehensive training,etc.At the same time,the complex will also carry the functions of industry research and industry standardization.Provide industry development direction guidance for local industrial clusters and assist enterprises to reduce costs and increase efficiency.This project is a laboratory reconstruction project based on the original building environment.There are shielded rooms,OTA darkrooms,environmental experimental environments and display spaces in the laboratory.The total investment of the project is10 million,including the reconstruction and construction of site hardware,the procurement of instruments and meters,and the construction of software platform.The overall construction period of the project is planned to be 5 months,of which the output of environmental design and construction scheme is expected to be completed in 3months,and the construction and system installation and commissioning are expected to be completed in 2 months.Due to the limited indoor water,electricity and physical height of the laboratory construction.The procurement bidding and construction period is not long,so the time margin of each link is not sufficient.In order to ensure that the project can be completed on time with quality and quantity in a short time,this paper studies the project risk management according to the characteristics of the project itself.The purpose is to screen the risk points of project implementation,formulate targeted risk response plans,improve the efficiency of project implementation,reduce the probability of project risks,and reduce the harm caused by risks.The main work of this paper is summarized as follows:(1)According to the characteristics of the project,identify and screen risk items,and establish seven types of risk index evaluation system,including progress,environment,finance,quality,organization,market and safety.The seven degree hierarchical analysis method and matrix evaluation method are used to quantitatively evaluate the project risk.(2)According to the results of risk assessment,formulate the coping strategies and solutions for project risks.And formulate the monitoring plan and early warning mechanism of project risks.
