Research On VFM Evaluation Of Utility Tunnel PPP Projects

With the rapid rise of domestic economy,people are more and more inclined to work and live in cities,and the rapid increase of urban population puts forward higher requirements for the municipal pipe network system.If the current municipal system is renovated or expanded,the original road will be repaired,and the daily traffic will be affected,resulting in great inconvenience to people's lives.In addition,it may cause safety problems and construction safety accidents,which pose serious threats to life and health.Based on this background,people's demand for underground comprehensive pipe gallery has become more and more urgent.Moreover,it is currently in the critical stage of urbanization process,and a large number of infrastructure construction and transformation are being carried out,all of which pave the way for the construction of underground comprehensive pipe gallery.At present,the government attaches great importance to the work in this field.However,due to lack of funds,the construction project has been unable to be promoted smoothly.In order to solve the problem of lack of funds,the public-private Partnership(PPP)model was introduced.The participation of social capital promoted the smooth start and implementation of infrastructure projects,which is of great significance to both the government and the public.However,the application of this mode in the project of underground integrated pipe gallery still needs careful consideration.PPP mode is a new procurement mode,which is very different from the traditional procurement mode,with high complexity and risk level.If problems occur,it will have a negative impact on the government and the society.Foreign governments rarely face the problem of lack of funds,and most of them complete the construction of underground integrated pipe gallery through their own financial resources and then lease it to pipeline units.Therefore,the construction of international underground integrated pipe gallery does not have great reference significance for China.At present,a scientific and reasonable scheme must be set up to help the government decide whether the project of underground comprehensive pipe gallery is suitable to adopt PPP mode and ensure the smooth implementation of the project.In this paper,the specific characteristics of underground comprehensive pipe gallery are combined to establish the VFM evaluation model of the PPP project of underground comprehensive pipe gallery.The evaluation is completed by a combination of qualitative and quantitative methods.The final evaluation result is obtained through a series of research and analysis to determine whether the project has value for money.The research in this paper has certain reference significance for VFM evaluation of relevant PPP projects,and also promotes the application and development of this research method.
