With the increasing demand for urban public facilities services,it is critical to construct and comprehensively use underground pipeline corridors in cities.Due to the shortage of financial funds in the government department and the management of the corridor project cannot be effective in the long term,a PPP model of public-private joint ventures has been created to effectively use the management rights of the government department and the technological advantages of the social capital side to achieve a win-win situation between the government department and the social capital side.Cooperation.Existing research results used to evaluate PPP projects are still vague,relevant indicators have not been quantified,and it is difficult to apply them to actual project performance evaluation.At the same time,how many cities have difficulty determining the effects of PPP models applied to comprehensive corridors,such as Baiyin City Comprehensive Pipe gallery project.Based on this background,this paper builds a reasonable and comprehensive performance evaluation index system,evaluates the performance of urban underground comprehensive corridor PPP projects,analyzes the problems existing in the projects,and proposes reasonable and valuable suggestions.The paper defines its participants,analyzes the advantages of the PPP model applied to the construction of urban underground comprehensive corridor projects,verifies the necessity of the PPP model in urban underground comprehensive corridor projects,and sorts out the process of comprehensively managing the operation of PPP projects.Secondly,based on the characteristics of the PPP model and the comprehensive pipeline corridor project,the performance of the urban underground comprehensive pipeline corridor PPP project is studied from the entire life cycle.It is divided into the project establishment stage,bidding stage,financing negotiation stage,construction stage,operation stage,and transfer stage.6 stages.Based on the theory of key success factors(CSF)and key performance indicators(KPIs),the final CSF was identified by three optimizations and identified as the key performance indicator KPIs,a total of 23.Then build the performance evaluation index system of PPP project of urban underground comprehensive corridor.It is determined that this article uses the matter-element analysis method to divide the classic domain and section domain to evaluate the performance of the comprehensive pipe corridor PPP project.At the same time,it combines the matter-element analysis method and the extension analytic method to construct the performance evaluation of the urban underground comprehensive pipe corridor PPP project.Extend the hierarchical structure model to conduct a systematic and comprehensive performance evaluation of the project.Finally,combined with Baiyin comprehensive corridor design and PPP model structurecharacteristics,a matter-element extension hierarchical structure model for Baiyin comprehensive corridor corridor PPP project performance evaluation is constructed.The final performance evaluation results are consistent with actual project conditions,verifying the practicability of the model,and verifying that the urban underground comprehensive corridor PPP project performance evaluation index system constructed in this paper is scientifically feasible,and can provide similar research References and ideas.
