During the 13 th Five-Year Plan period,China's electricity demand was generally loose,and the domestic thermal power construction market shrank.More and more Chinese power construction enterprises went abroad to participate in the construction of EPC projects of international power plants.At present,most of the power construction enterprises are not aware of risk management and risk identification is not comprehensive,so the risk research of EPC project of international power station is of great significance.The construction risk control of EPC project of H power station in Pakistan is very difficult.Firstly,the project involves advanced supercritical coal-fired power generation technology with many technical difficulties.Secondly,the project designer and builder come from different countries,and there are some obstacles in communication,coordination and project implementation management.Thirdly,the project construction involves advanced supercritical coal-fired power generation technology.There are many uncertainties in the construction of this project because of its large scale,tight construction period and complex construction environment.In the process of project construction,its external risk may come from politics,society,environment,market and so on.Its internal risk may come from organization management,technology,quality,safety and so on.Therefore,it is necessary to make a qualitative analysis of the main risks that may exist in the process of project construction according to the content and management mode of the project construction.Identification and quantitative evaluation provide necessary guidance for the orderly and efficient development of risk management.Therefore,from the point of view of project risk management theory and method,this paper carries out a comprehensive study on risk identification,evaluation,monitoring and response of the project,which has certain urgency and practical guiding significance.This paper chooses this project as the research object,and carries on the systematic research to its risk management related question.Firstly,using literature analysis,this paper explains the theory of EPC general contracting and EPC project risk management,analyses the main characteristics of EPC project of H power station in Pakistan,and constructs the risk management framework of EPC project of H power station in Pakistan.Secondly,it uses Delphi method and analytic hierarchy process to identify the risks in the construction process of EPC project of H hydropower station in Pakistan,the project risk identification list including external and internal risks and ten subdivided risk factors is established.Subsequently,the evaluation method is the fuzzy comprehensive evaluation method based on the analytic hierarchy process,which evaluates and analyses the construction risk of EPC project of H power station in Pakistan.From the analysis,it is known that the risk level of the project is smaller,the external risk level is smaller,and the internal risk level is ordinary.Finally,combining with project practice and risk characteristics,this paper puts forward risk monitoring and response measures for EPC project construction of H hydropower station in Pakistan,designs monitoring principles and procedures for major risks of the project,and puts forward risk control measures based on the results of project construction risk evaluation,aiming at the countermeasure and suggestion guidance for the smooth construction and early delivery of project risk management of H power station in Pakistan.what's more,it can also provides reference for the risk management of EPC project of other international power stations.
