Since the implementation of "Broadband China",major operators have increased and accelerated the construction speed and scale of FTTH.As one of the three major operators,China Mobile has undertaken this important task.Since acquiring the China Railcom and obtaining the fixed network license,it has increased the construction of fiber-to-the-home,and has carried out large-scale access to new communities and transformation of old communities.In the ongoing construction of engineering projects,project management and risk management are becoming more and more important.Taking into account the uncertainty of the external environment,the risk of fiber-to-the-home projects is increasing.Therefore,in the face of the current responsible environment and management overlap,it is more necessary to scientifically increase corporate management capabilities and increase protection for the on-site construction environment and safety.For the successful implementation of the fiber-to-the-home project,the identification of risk factors and the corresponding risk management countermeasures are half of the success.This article not only provides help for the network construction of mobile companies,but also provides reference for other operators such as China Telecom and China Unicom.The content of research is not only of theoretical value but also of practical application value.Based on the theoretical basis of the risk management of the FTTH project,this article takes the FTTH project in a community in Nanyuan Street of Nanjing Mobile as the research object,evaluates the risks of the Nanjing Mobile FTTH project,and summarizes the problems in the implementation process.,And use risk assessment related theories for quantitative analysis,and propose corresponding improvement measures and implementation guarantees.First,combing and summarizing relevant domestic and foreign literature and theories,providing a theoretical basis for the research on the risk assessment of fiber-to-the-home projects;secondly,it conducts an in-depth analysis of the current situation of fiber-to-the-home projects,and conducts an in-depth analysis of the current project situation.For risk identification,9first-level indicators and 27 second-level indicators were selected through expert scoring,and a risk indicator system for fiber-to-the-home projects was constructed.The analytic hierarchy process was used to determine the weight of each risk indicator,and a certain community in Nanyuan Street,Nanjing Mobile Take the fiber-to-the-home project as an example,and use the fuzzy comprehensive evaluation method to comprehensively evaluate its index system to obtain the risk level of the fiber-to-the-home project in a community in Nanyuan Street,Nanjing Mobile.From the perspective of indicator weights,the quality risk weight of optical fiber cable construction is the largest,followed by the risk caused by the skill level of the personnel.From the fuzzy evaluation results,the technical risk score is the highest,and the risk is the largest;finally,the risk with a high rating is targeted.For management and control,in view of management risks,it is proposed to strengthen the organization and management of construction units and subcontracting teams,and accelerate the training of the company’s technical strength.In view of the technical risks,it is proposed to plan and arrange the equipment application in advance,and to monitor the use of equipment and technology in real time.In view of environmental risks,mainly for geographic and geological risks,prior to the start of project construction,factors such as the geographic conditions of the project construction site and site construction background conditions should be investigated to screen out the most suitable project construction method.In view of financial risks,it is proposed to accurately formulate project construction budgets and strictly manage capital expenditures in the process of project construction.In view of the design risk,it is proposed to investigate the actual situation on the spot in the early stage of the project and make alternative plans.According to the specific measures proposed,a relevant guarantee team was established to carry out key guarantees in terms of organization and coordination,personnel guarantee,and risk monitoring.Due to the limited research time,this article only focuses on the risk research of the fiber to the home project.The follow-up can be further explored in the depth and breadth of the research to make the research more comprehensive,and the conclusions obtained can be more scientific and reasonable,and have better practical applications.value.
