Research On Risk Management Of W Power Company's New Intelligent Substation Project

Intelligent substation is of great significance to the global energy supply,and it is now entering a rapid development stage.China's power industry has begun to enter from the traditional substation to the intelligent substation replacement process.However,China's urbanization process is accelerating,the speed of regional industrial transformation is increasing,the uncertainties in the construction of intelligent substation are increasing,and the forward-looking requirements for project management are improving.This paper focuses on the risk assessment of the new intelligent power station in the high-speed development planning area.and studies the risk assessment of the new intelligent power station in each phase of the whole life cycle.This paper first discusses the new intelligent substation project in the trend of the times and the new environment for the project risk assessment requirements.Then the common methods of risk identification are summarized,and the special background of intelligent substation is analyzed.Then the risk assessment system and risk assessment model of new intelligent substation project are put forward.The method divides the newly-built intelligent substation project into three stages of scientific research,initial establishment,construction and final acceptance,and the use of Delphi method,analytic hierarchy process,fuzzy comprehensive evaluation,quantitative and qualitative methods of the three phases of the project risk identification and evaluation analysis.Finally,this paper validates the above risk assessment methods with the actual case of 110kV Jiuong Lake Intelligent substation.The risk assessment model of new construction project,the risk assessment model of new construction project in completion and acceptance phase,and the risk assessment model of new construction project in completion and acceptance phase are constructed,the project risk of the whole phase was comprehensively evaluated and the relevant measures to deal with the project risk were given.The research results of this paper have good theoretical and practical significance for risk identification and Risk Assessment of new intelligent substation project,and have certain guiding significance for project managers of power supply company to carry out project risk management better.
