Research On Life Cycle Cost Management Of Bubuchuan 110kV Intelligent Substation

With China’s sustained and rapid development of economy,the demand for electricity increases year by year.In order to develop the national economy and production,people continue to increase investment in the construction of electric power.The traditional project management only focused on the engineering project construction investment control of construction process,but ignored the subsequent operation and maintenance and disposal costs.The management of the project life cycle is not realized,which leads to the increase of the project cost and the investment benefit of the project.For the sustainable development of the national economy,the electric power construction project should consider various costs,including the initial construction investment,energy consumption,environmental cost and maintenance cost,so the substation project life cycle cost management is very necessary.This paper first explains the related theory of life cycle cost management of substation project;then introduced the Bubuchuan intelligent substation 110 kV project of second generation.And the project life cycle cost estimation method is introduced,including the project decision-making stage,the project design phase,the project construction phase,the project operation and maintenance phase and the project scrap stage.Then this paper took the Bubuchuan intelligent substation 110 kV project of second generation as research object and case analysis.This paper expounds the theory of life cycle cost optimization,and points out the goal of life cycle cost optimization.Finally,this paper focuses on the research of the project life cycle cost control system and the life cycle cost control method based on Value Engineering.Under the premise of ensuring the quality,this paper combines technology and economy and realizes the value of intelligent substation project with the lowest cost.
