Entering the21st century, with the rapid development of the national economy andcontinuous increase of electrification degree and residents, the demand for electricity inChina has increased greatly. Corresponding with this, our country electric power capitalconstruction investment also increases year by year. According to the state gridcorporation of "11th five-year plan" of the power grid planning and vision report in2020,during the period of "11th five-year plan" national grid company total investment willreach900billion. And as the pace of "twelfth five-year plan" comprehensiveadvancement, our country own opportunities for economic development, and theeconomy is stable, reliable, long-term development, it can not do without the strongsupport of electric power. In order to meet the strong demand for electricity in economicdevelopment, the national grid is in intensifying construction and expansion. Substationis an important part of power system, the construction and expansion of power system,Its construction of the substation is a example for power engineering projectmanagement.In this paper we do power engineering project cost control of beginning. And for along time, substation engineering project cost control in our country, only pays attentionto the construction cost, without considering of the project operation, maintenance, scrapcost. Our country electric power engineering cost management mode of project aresketchy consider the project operation stage, caused many electric power equipment inthe life cycle will be constantly for overhaul and technical transformation, and some mustoverhaul technological upgrading projects. In this paper, combined with the powerengineering cost management in the domestic and foreign advanced experience, based onthe analysis of problems of current electric power engineering cost management in ourcountry, on the basis of the whole life cycle engineering cost management mode isintroduced into the electric power engineering cost management in our country. Electricpower engineering cost management in China was divided by stages and discuss eachstage focus, In this paper the Benxi66kv substation project as an example,comprehensive analysis of the whole project total life cycle cost and the influencingfactors of engineering project cost in total life cycle of different stages. Based on the costprediction and risk analysis methods, with the help of historical data, to predict loss value, analysis of whole life cycle of project cost risk, and for the specific problems, putsforward the solutions. Completes the substation project whole life cycle cost control andrisk management. laid the foundation for the whole life cycle engineering costmanagement mode in the practice of our country electric power industry. But a lot offacts show that the cost of the project the future, occupy the important proportion of thesubstation project total cost. Therefore, substation project cost management need toconsider the whole life cycle cost control, establish a perfect substation cost managementmechanism, and make the optimization of Substation in whole life cycle of the economy.
