Research On Life Cycle Risk Management Of A Integrated Pipe Gallery PPP Project From The Perspective Of Social Capital

In recent years,with the acceleration of China’s urbanization process,the demand for various public utilities such as various types of pipe networks,which are the basis of urban development,has also increased simultaneously.The construction of underground comprehensive pipe corridors has become particularly important.The funds for the construction of comprehensive corridors are huge,and it is difficult to achieve large-scale promotion by relying solely on government funds.Therefore,the PPP model of government-social capital cooperation is increasingly being introduced into the construction of urban comprehensive corridors.However,on the one hand,the participants of the PPP project of the urban comprehensive corridor are complex,the status of the social capital side and the government are not equal and the benefits of the two are different;Take control.Therefore,it is necessary to study the risk management of PPP projects of urban integrated corridors from the perspective of social capital.On the basis of consulting a large number of literatures,this paper summarizes the research status and related theories of risk management of PPP projects in comprehensive pipeline corridors at home and abroad.In order to carry out life-cycle risk management research on a city’s comprehensive corridor PPP project from the perspective of social capital,first of all,by using the literature collation method,questionnaire survey method,and Delphi method,the PPP project of a city’s comprehensive corridor from the perspective of social capital The project identified risks.Then,a risk index system for a city’s comprehensive corridor PPP project is constructed,and the weights of each risk index are determined using the analytic hierarchy process.Based on this,a fuzzy comprehensive evaluation method is used to carry out a single factor for a city’s comprehensive corridor PPP project.Risk and comprehensive risk assessment and analysis of the results of risk assessment.Finally,the risk countermeasures for the PPP project of a city’s comprehensive pipeline corridor were proposed and the effect of the risk countermeasures was analyzed.The research results of this paper can provide scientific and effective risk management guidance for the entire life cycle of urban comprehensive corridor PPP projects for social capital parties,improve the level of risk management of social capital in urban comprehensive corridor PPP projects,and provide comprehensive urban corridor PPP projects.The development has important theoretical and practical significance.
