Research On Countermeasures For Improving The Supply Capacity Of Maritime Communication Public Service

In recent years,the public has been paying more and more attention to maritime safety accidents,and the demand for maritime safety assurance has been constantly increasing.The demands for maritime public services,especially for maritime communications,put forward by users such as maritime vessels are diversified.However,the total amount and quality of services provided by maritime communication departments are still insufficient.The maritime communication department represented by the coastal radio station is responsible for maritime distress and safety communication.After entering the 21st century,with the proposal of national strategies such as maritime power and intelligent shipping and the rapid development of satellite communication,Internet and other technologies,the contradiction between the backward maritime communication service mode and the demand of ship users for maritime communication is increasingly strengthened,and there are big problems in the supply capacity of public services.How to effectively provide public services for users and ensure the improvement of supply capacity has become the starting point of this paper.Starting from the two arguments of "public service" and "supply capacity",this paper takes the coastal radio station as an example to analyze the countermeasures to improve the supply capacity of public service in the field of maritime communication.Based on the theoretical basis of new public service and the third sector,this paper adopts literature analysis method,case analysis method and comparative research method to make an overall discussion.First communications from the sea,maritime communication needs,maritime communication into three aspects:This paper analyzes the problems of backward maritime communication mode,single service content and low efficiency of supply and service,It is pointed out that the reasons why the public service of maritime communication is difficult to improve are the insufficient investment in the supply of public service of maritime communication,the insufficient understanding of user demand,the imperfect cooperation and supervision and management mechanism.Followed by drawing from the United States,Japan and other maritime communication service experience at home and abroad,through the case analysis,put forward the construction of diversified public service supply subject,public service supply mode innovation,ensure the supply of maritime traffic balance,improve the maritime communication supply safeguard measures,the five aspects of maritime communications professional talent cultivation countermeasure.It is expected to gradually improve the supply capacity of maritime communication public services,better implement international conventions,and promote the rapid development of shipping economy under the guidance of national strategies.
