Study On The Strategy Of Improving The Public Service And Administration Of Maritime Communication In Tianjin

As an international maritime and shipping power,shipping industry plays a very important role in China’s economic development.Maritime communication is an important part of the maritime safety guarantee system,which plays an important role in maritime safety supervision and maritime rescue.This thesis takes maritime communication as the study object and coastal radio as the study subject.According to the results of Tianjin coastal radio’s visits to enterprises and institutions involved in the sea in recent years,it is confirmed that the biggest problem restricting the promotion of public services of maritime communication at present lies in the disorder of maritime communication order and poor communication environment caused by inadequate management of maritime communication.This problem has a great impact on the communication experience of users at sea.Even when it is serious,it will cause the communication in distress to fail and threaten the safety of ship navigation.In this thesis,through the study of the inadequate management of maritime communication,we try to put forward the countermeasures,so as to strengthen the management of maritime communication,to promote the service and enhance the public service capacity of maritime communication.This thesis comprehensively uses research methods such as literature research method,investigation method and comparative study method.First of all,the domestic research on the public service management of maritime communication,the experience of civil aviation / radio and television and other similar industries,as well as the status of foreign communication management are reviewed.Secondly,it introduces the current situation of the maritime communication in Tianjin area,and confirms that the management of the maritime communication is the bottleneck of the promotion of the maritime communication service through the user visit.The first-hand information is acquired through the investigation of typical problems and interviews,and then the grounded theory is used to code and establish the model of influencing factors of maritime communication management.Through the analysis of the model,the reasons for the inadequate management of the current maritime communication are clarified.Finally,combined with the relevant experience and advantages at home and abroad,compared with the current situation of maritime communication in Tianjin area,this thesis puts forward countermeasures and suggestions to improve the management of maritime communication public service in Tianjin area from four aspects: improving the management of maritime communication law enforcement,improving the quality and ability of crew,enriching the content of maritime communication service,and standardizing the management and service of maritime communication equipment,in order to provide reference for solving the problems faced by maritime communication public services in other parts of China.
