Research On Maritime Supervision Of Dalian Seafarers’ Expat Agencies

With the gradual deepening of reform and opening up,Chinese seafarers have gradually entered the international seafarer dispatch market and provided ship services to foreign countries.At present,Chinese seafarers sent abroad have been recognized by many countries.In addition,the international shipping market is developing rapidly and facing the problem of shortage of senior seafarers,which provides new opportunities for Chinese seafarers sent abroad.After years of development,the number of seafarers sent abroad has grown to about 30000 each year,and the number is still growing.The development of seafarer dispatch can not only enable seafarers to learn advanced ship technology,promote the rapid development of the maritime industry,add wealth to the country,but also solve the employment problem of some people in China.With the continuous development of seafarer dispatch,China has accumulated a lot of experience,has obvious development advantages,perfect relevant policy support and rich human resources,but at the same time,there are many problems,resulting in the difficulty of improving the comprehensive quality of Chinese seafarers.Based on the study of relevant concepts and theories,this paper analyzes the current situation of Dalian Maritime Safety Administration’s supervision of seafarers’ dispatch agencies,and the shortcomings of Dalian Maritime Safety Administration’s supervision of seafarers’ dispatch agencies,such as the qualification of seafarer dispatching agencies cannot meets the development needs of the industrythe,the lack of protection for the legal rights of seafarers and the relative trading dominance of expatriate agencies.It further analyzes the reasons for the problems,such as the lack of relevant regulatory policies and enforcement bases,the imperfect quality control system,the unclear rights and responsibilities of each regulatory body,the blockage of market information and regulatory information.On the basis of learning from the experience of maritime supervision of overseas seafarer dispatch agencies,it proposes countermeasures for Dalian Maritime Safety Administration to strengthen supervision of seafarer dispatch agencies,such as improving the relevant regulatory policy guidance and enforcement basis,improving the quality supervision system,clarifying the responsibilities of the supervisory bodies,opening up the channels of information flow,and using information technology to strengthen the supervision of public information of seafarers’ dispatching agencies,so as to provide useful theoretical reference for the supervision of seafarer dispatch agencies.
