Located in the entrance to the Bohai Sea, the jurisdictional waters of Shandong Maritime Safety Administration (MSA) covers Chengshantou water which is the only traffic separation scheme approved by the International Maritime Organization (IMO). The special geographic location and navigation conditions put forward higher requirements for maritime supervision.Recent years, with the increasing diverse situation and arduous task, the original maritime safety supervision mode using VTS, AIS, CCTV and patrol has been unable to meet the supervision needs of "air, sea and land" three-dimensional integration. Based on practical requirements, this study proposed a new solution for maritime supervision that using UAV combined with patrol ships. With the collected test data, combined with three-dimensional visual monitoring system designed by related companies and the microwave transmission communication systems currently used by patrol ships, the advantages of the application of UAV in remote monitoring, data playback and flight planning were demonstrated, and the feasibility of the new supervision approach were analyzed.This paper based on the actual regulatory of Shandong MSA, finding versatility from particularity, in order to identify the social and economic effects of the application of patrol and UAV united cruise, regulators and service. The process of ground system building were described using existing DIRECT3D and different pod of UAV provided 3D navigation maps integrated imaging mode. Maritime supervision integrated research program were proposed in the regulatory and service of UAV combined with patrol ships to achieve the information management of flight control, cruise and maintenance management. The problems in the practical application of the three-dimensional monitoring system and solutions were proposed, and fusion system regulatory approach based on information technology was proposed to achieve resource sharing.The three-dimensional regulatory model proposed in this paper has not been widely used in maritime system. The regulatory data provided by UAV has certain forward-looking in detecting maritime risk, conducting search and rescue, providing evidence in investigations and other dynamic regulation service. This regulatory mode can be implemented in other special waters supervision.
