To ensure navigation’s safety on oceans is the focal point of the maritime administration. In recent years, with the development of economy around Beibu Gulf, the navigation environment on oceans had changed. As a result, we need a long-term effective mechanism to adapt to the situation. In the past, maritime supervision was carried out mostly through static endorsement of vessels and dynamic inspection of document. The supervision mode had contributed greatly to China’s maritime development in the past few years. But now we need to make some changes to satisfy the requirement of our government function. How to improve the level of administration and provide better service? It is one of the hot points in maritime administration. The paper mainly studies on the supervision system of Beihai waters, aiming to build a long-term effective and efficient mechanism.The paper studies the traffic situation and navigation environment. At the same time, we discuss the future trend of navigation in Beihai waters. Based on the research, some measures are proposed to take to prevent the risks. The paper elaborates the definite measures to establish the long-term mechanism. And we study the main problems. As a whole, the paper has some constructive significance to develop the marine supervision.
