Study On City-level Spatial Planning Formulation System In The New Era

With the continuous advancement of the " multi-plan integration" pilot work in recent years,the introduction of policy documents for sector reform and institutional integration,the reconstruction of China's spatial planning system has been pushed to a new research upsurge.In China,spatial planning mainly includes main functional area planning,urban and rural planning,land use planning and other types of planning related to spatial resource allocation.Since the founding of China,various types of spatial planning have gone together for more than 70 years.They have been born,improved,restructured,and perfected in response to the needs of urban and rural development.At this stage,Chinese urbanization process has entered the second half.On the one hand,the urban development model has changed from the incremental model to the coexisting model of increasing and decreasing stocks;on the other hand,the way of space resources has changed from space regulation to space governance.Domestic scholars have been aware of the shortcomings of " multi-plan integration " in the spatial planning system at an early stage,and have conducted a lot of research on it.The current research results focus on its reform path,planning concept,legal system,management system and technical means However,the systematic study on the city-level spatial planning system is rarely involved.In order to maximize the effectiveness of the city-level spatial planning formulation system spatial resource allocation and governance in the new era of China,and effectively draw on the British experience in this regard,which can be applied to Chinese national conditions,on the basis of the existing practice and theory of China and Britain,the study on city-level spatial planning formulation system in the new era is carried out to provide a reference for the construction and improvement of Chinese spatial planning formulation system in the future.In the literature review section,a theoretical review of the relevant studies on the spatial planning system in China and Britain was conducted,including the analysis of related concepts,the evolution of China and Britain,and the theoretical research in China,and a review of its research.The study found that the political,economic,social and cultural environment is an important carrier of the spatial planning formulation system.Changes in the macro environment will cause changes in space resource management needs,and with it,improvements in the spatial planning formulation system.A comparative study of the evolution of China and Britain shows that Chinese spatial planning system lags behind the development of Britain.Therefore,it is necessary to learn from British experience in development.The analysis and comparison of the current status of the China-UK planning formulation system,the analysis of the current spatial planning formulation system in China and the UK,and the analysis of Chinese problems and specific case studies,Sino-British comparative studies,and extracting the lessons for reference.The study found that the spatial planning system with Chinese characteristics is diverse and multi-level parallel,and the long-standing causes of multicontradiction conflicts-the problems of horizontal coordination,vertical connection and planning system-have been discovered through the interaction between them.Many years of " multi-plan integration " practice in our country in all directions and at many levels,many of which are inspiring,have inspired the reconstruction of the spatial planning formulation system at this stage.In addition,the British planning formulation system also has many lessons for China in terms of planning basis,level and content,method and procedure,and organization and organization.The system reconstruction part,combined with the research in the previous chapters,consists of basic principles and overall ideas to constitute the basic idea of the system construction,and creatively put forward the basic framework of the "three levels,two types,and one platform" spatial planning formulation system,from the main formulator,the deadline of planning,the content of the preparation,the preparation process and the requirements of the achievements discuss the main points of the preparation of spatial planning formulation at various levels.In addition,for the system support,some development strategies can be used for reference.
