Research On The Planning Of Southeastern Region Of Vietnam Through The Planning Experience Of Pearl River Delta Based The Idea Of Integration

The idea of integration as a philosophical level methodology is widely used in the planning practice. Based on the idea of integration, refining the planning experience of Pearl River Delta(PRD) is the core of this paper. This paper not only stays in the theoretical explanation, bus also gives advices and inspirations to the planning of the southeastern region of Vietnam. Whether it is for the regional spatial structure(regional integration, regional coordination), or urban planning system(a figure, three-plan-coordination), or planning administration and management system(huge ministry system reform, centralization of decision-making authority and decentralization of governance, inter-regional framework agreement), reflects the idea of integration. Therefore, we believe that the idea of integration is the right and important tool and methodology to solve the planning problems of southeastern region of Vietnam.The southeastern region of Vietnam is the national portal, the economic center and transportation center of Vietnam, there are lots of similarities between southeastern region of Vietnam and PRD. The development of southeastern region of Vietnam is facing many challenges and difficulties, such as administrative powers fragmentation of administrative governance, the administrative approval time is too long, and the planning legal system is imperfect. We can say that the past development of PRD, more or less, reflects the present and future of the southeastern region of Vietnam. Therefore, this paper uses the idea of integration as a guiding principle, uses the planning experience of PRD as a recommended subject, and uses the southeastern region of Vietnam as the object of study, systematic organizes the materials and makes statements.This paper is divided into four parts: the premise of this research- the summary of the object- system research and experience reference- conclusions.The first part is the premise of this research, points out that the planning of the southeastern region of Vietnam can learn from the planning of PRD.The second part is the summary of the object, is the summary of planning situation of the Pearl River Delta and the southeastern region of Vietnam, this part also is the basal work for later system research.The third part is system research and experience reference, is summed up the experience reference planning of PRD to the planning of the southeastern region of Vietnam, this part is the core of this article.The fourth part is the conclusions. This part summarizes the main conclusions and the main innovations of this paper. This part puts forward some thoughts and suggestions the planning reform of the southeastern region of Vietnam.
