During different historical periods, Dalian, activity with special historical background, had concentrated on different aspects of planning items according to the character and function of the city.As a Russian colony in far east, Dalian served as a military base. When under the control of Japan, Dalian played an important role in the mi litary transportation line. After the liberation Dalian was positioned as an industrial center. And since the reform , Dalian has been the window of the northeastern economical district as one of the earliest open cities at the east coast of China. City Planning is sequential. The article studys the Dalian planning during different periods in details and tenders the concept of Dalian planning in the 21" century on basis of planning practice in the phases of development of Dalian.
