Spatial planning is one of the important parts of the public police of the government. It is scientific or not seems more important on the ground of socialist market economy, under the rooted culture of centralization, and the weakness of public consciousness and mightiness of urban government.But now there is still a long way for our spatial planning to go. One side, the spatial planning is in confusion and out of order. There are different kinds of planning in China, and the plans are charged by different departments of the government. Different departments did not negotiate with each other, so one plan could not correspond with others; besides, each plan itself has many flaws. The other side, the theory of administration has been developing day after day, which brings into swift advancement of urban governance. But in our country, there are few outcomes of reform of political system and democracy construction. Public consciousness and participation in national affairs are not given enough attention.The definition of the spatial planning and its characteristics are outlined here. By analyzing the relatively mature plans, which are land use planning and urban planning, the reason why different plans can not correspond with each other is told. Then the theory of administration and urban governance is introduced, trying to bring in the advanced thoughts to develop the spatial planning. At last, considering the situation of our country, the penman puts forward some advises.Generally speaking, there are some innovations as follows:(1)Bring the thoughts into spatial planning. Through the theory of urban governance growth up from city affairs, the penman found that it is useful for our spatial planning, and it is also the theoretic dependence of the public participation in national affairs.(2) In the construction of new spatial planning, the penman creates a new regional planning, outlining the range and content of this planning, in order to relieve obstacles of economy development because of the separation of administrative regions and economic regions; the penman also advices to establish a new institution to charge the regional planning. Otherwise, the penman thinks the coherence of land use is the way to harmonize the land use planning and urban planning.
