The rapid development of the civil aviation transportation industry puts forward higher requirements for the safety level of the air traffic management system.The terminal area control system is an important part of the air traffic management system.In this system,the aircraft has a narrow operating space,a complicated flight state,and a significantly higher risk level than other subsystems.Risk control is an effective means to reduce the risk of system operation.It is the key to risk management.It is aimed at taking measures to eliminate or control risks before the accident occurs and to ensure the safety of the civil aviation system.Therefore,in order to improve the safety management level of the air traffic control system,this paper studies the risk control problem of the terminal control area.The main innovations are described below:Firstly,the potential risk factors in terminal area control system are determined by combining process method with failure mode and effect analysis method.Through decision making trial and evaluation laboratory and interpretative structural modeling method,the risk of terminal area control system is divided into three categories: direct cause,transitional cause and essential cause,and two different modes of action of different types of risks: microscopic risk transfer and macroscopic risk emergence.Then,starting from the micro level,considering the risk transfer of the underlying risk in the terminal control system,the risk one-way transfer model and the risk cross-transfer model are constructed based on the three components of risk source,the carrier and the receiver.Using the characteristic function and Fourier transform principle,calculate the risk value of each risk node in the transfer chain,determine the key nodes in the risk transfer chain and analyze the impact of different risk absorption coefficients on the risk level.Risk transfer control analysis of risk nodes and system risk levels by changing the risk absorption coefficient.Finally,aiming at the macro-risk emergence characteristics of the highest level of risk in the terminal area control system,the corresponding risk control strategy is proposed,and the grey relational analysis method based on two-tuple linguistic is established to evaluate the effectiveness of the control strategy.And use the clustering analysis method of Euclid distance clusters the factors with risk emergence characteristics,and considers the risk control effect,control cost and different categories of risk factors to establish a risk control model based on integer programming.
