Area control system operational risk means that when the aircraft flight en route, the threat to the safety of aircraft caused by the reason of area control. The purpose of risk management is to identify risk factors affecting the safety of system operation in advance and take measures to eliminate and control these factors before the accident. In order to ensure the safety operation of the aircraft en route, it is necessary to implemente risk management in area control system. The main research work is as follows:Firstly, the operational processes of area control system are analyzed, and the potential risk factors of operational process were identified combining flow chart with fishbone diagram. Considering the limited resources of risk management, regard the possibility of risk events occurrence, sequence severity and controllability as index, using TOPSIS to ranked the potential risk factors, then selected the main risk factors. In order to study the complex relationship between the risk factors in-depth, using ISM to establish the multilevel step-up structural model time relationship, and listed the direct factors, indirect factors and underlying factors affecting the area control system operation safety.Secondly, on the basis of risk identification, a risk assessment index system was established, and ANP was applied to determine weights of indicators considering the correlations between indicators. On the basis of the fuzzy matter-element method, membership fuction was improved, then area control system operational risk assessment model based on improved fuzzy matter-element method were established, through an example to verify the validity of the model.Finally, in the phase of risk control, the concept of risk control point was brought up, the key control points, main control points were determined, based on the risk factors ISM anlysis and the result of risk assessment. According to the grade of risk control point, determined the implementation priority. And the specific risk control measures were suggested.
