The risk of air traffic control system has become an important cause of insecurity control events. Particularly in the terminal control area(TMA), control system is prone to unsafe events due to the large flow and complex control services. Risk management is an effective tool to protect the safe operation of approach control system. Risk management includes four parts: the system and work analysis, risk identification, risk assessment and risk control. The main work is as follows:First of all, the system and work analysis is to analyze the terminal-area control process as the first part of the risk management. Analysis of the control operation environment, aircraft in flight, approach control and cognitive tasks of controller were main works of the study. On this basis, the small cognitive tasks of controllers were found out.Secondly, operation-analysis method was used to identify the risk of the control process. The interaction and hierarchical structure between different factors were analyzed by Interpretative Structural Modeling Method(ISM). The dissipative structure and entropy theory were introduced to study the risk of approach control system. On this basis, the research had established risk assessment model by introducing into information entropy of grey incidence properties from the assessment indicators.Finally, The target of risk control is to find the system's overall risk level at the lowest level. The study established risk management process flow based on the control process, and proposed risk control strategy mining concepts and requirements in approach control. In addition, risk control is a decision-making process. A knowledge mining model of risk control decision was established based on rough set reduction.
