Mega infrastructure projects(MIPs)are large-scale public infrastructure facilities which relate to people’s livelihood and improve regional economic development.Under the background of “new-type urbanization”,“the Belt and Road Initiatives” and “sustainable development”,China’s MIPs are developing rapidly,and the relevant subjects have accumulated rich experience in its construction and management.Because of its importance and characteristic,MIPs have complexity and relevance in the aspect of technology application,organization and management,environmental coordination and so on,which are very likely to cause some risk events that hinder project construction,arousing widespread concern of the public and the government.The thesis takes the MIPs as the research subject,identifying the social risk factors and analyzing the relation among them during the project construction,then put forward suggestions on risk prevention to the main stakeholders of the project.MIPs are more socially sensitive than general project because of involving stakeholders with different backgrounds.This paper preliminarily extracts the social risk factors that MIPs may face from literature survey and case analysis,then through questionnaire survey,the interviewees can make preference judgment on the possibility of various risk factors,eventually the risk factors with universality and high probability are identified for analysis in the case of combining 2-tuple linguistic and considering the weight of the respondents.Based on the risk identification,the relationship matrix of risk factors is obtained by Delphi method,using social network analysis and structure measurement index,the internal relationship of risk factors is analyzed from four aspects: the overall network scale,the transmission function of risk factors,the control ability of risk factors,and the core edge position structure of risk factors.According to the comprehensive analysis results,the risk factors are classified on the basis of different attributes,and the main stakeholders of the project are divided into four categories which are the government,the direct participants of the project,the public and the media.In the end,the paper gives some suggestions on the code of conduct to the four categories of stakeholders mentioned above in the light of their roles and characteristics,it is conducive to further clarify the formation mechanism of social risk factors of MIPs,effectively promote the smooth implementation of the project,and provide more reasonable guidance and suggestions for social risk assessment of MIPs. |
