"Water is the source of life",strengthening water conservancy construction and improving water use conditions are the endless causes of human beings.In 2009,Guizhou Province suffered an extremely severe drought,with direct economic losses of 13.2 billion yuan.With the support of policies,Guizhou Province planed to build a number of reservoir projects,complete a flood control and drought relief system,fundamentally reverse the obviously lag in water conservancy construction.The H reservoir is one of the planned construction projects.The project has been in preparation since 2011.It started construction in September 2016.It should have been completed in April 2018,but it was not until November that the dam was capped.Based on this,the H reservoir has become the research object of the thesis.The current academic circles have carried out research on the cooperation of farmers in the construction of water conservancy projects,the protection of farmers’ rights and stakeholders,and the implementation of public policies,and have achieved many results.However,few scholars have conducted research on the behavioral logic of stakeholders in the construction of water conservancy projects.Therefore,the thesis will use the"process-event analysis" research method,comprehensively use the stakeholder theory,rational choice theory and game theory,and deeply analyze the behavior logic of the stakeholders in H reservoir construction.The thesis take the entry point with stakeholders.According to Mitchell and Wood’s three attributes of stakeholder legitimacy,power,and urgency,stakeholders are divided into three categories:First,definitive stakeholders:the owner unit The second is the expectant stakeholders:including contractors,supervision units,design units,agent bidding units,audit units.The third is peripheral stakeholders:including farmers,suppliers,village committees,town governments,immigration bureaus,power supply bureaus and labor contractors.Among them,the owner,contractor,supervision,design and farmers who have always influenced the construction of the project will be the main analysis object of the thesis.The thesis is divided into three parts:the first part is the first chapter,which is the introduction part;the second part includes the second,third and fourth chapters,which mainly describes the events that show the logic of the various stakeholders in the construction of the H reservoir;The third part is the fifth chapter,which mainly analyzes the logic of stakeholder behavior.The thesis found that in the construction of the H reservoir,the farmers chose the"avoidance" action because ofthe "dual track" expression channel blockage;the owners under the block structure selectively implemented the public policy for the successful completion of the construction task;The illegal contracting of the qualification contract,the supervision unit to carry out "form" supervision,the design unit lags behind the supply of drawings,all for the purpose of drawing benefite.Further analysis of the thesis reveals that behind the stakeholder behavior logic,the phenomenon of public policy implementation bias occurs.The paper analyzes the causes of policy implementation bias from two aspects:stakeholder preference and institutional non-equilibrium.The construction of the interest coordination mechanism and the improvement of the supervision and security system at two levels proposed an evasive strategy.In general,the paper innovates the research perspective and research methods,and also provides reference experience for improving the efficiency of other water conservancy projects.
