Research On Operation Management Model Of Public Welfare Water Conservancy Project

With the improvement of China's market economy and the development of the national economy and society,the problems in the operation and management of public welfare water conservancy projects are becoming more and more prominent.Problems in operation and management mode of public water conservancy project is not reasonable,there is no compensation of public welfare expenditure sources,extensive management,state-owned assets management system to improve the public welfare caused by public water conservancy project without maintenance and maintenance of normal,which benefits increasingly attenuated,difficult to achieve the original design standard,the safety is increasing year by year.A great potential threat to the national economy and people's life and property safety.The implementation of any project is inseparable from operation and management.However,in the practice of water conservancy construction and management,there has been a "reconstruction of light management" thought for a long time.In order to avoid the public water conservancy project after the completion of the weakening operation and management problems,ensure the maintenance funds in place to avoid ageing disrepair status public water conservancy project construction,it is necessary for the characteristics and difficulties of operation management practice of public water conservancy project in the construction of a set of operation and management mode of modernization,continue to play a security public water conservancy project benefit.On the basis of the definition and literature study of the operation management of public welfare water conservancy project,combined with the experience of the operation management practice of the public welfare water conservancy project in Dajiang River in our country,this paper summarizes and abstracts the ways of sharing and using three kinds of operation management organization mode and six kinds of maintenance and maintenance fees,and constructs the operation pipe of public welfare water conservancy project.The rational model A x B matrix is selected and optimized according to the theory of public goods and the extremely design theory of organization.Three optimal operation management modes of public welfare water conservancy project are established,namely,vertical,provincial and county classification and combination management model.According to the construction principle of the index system,the evaluation index system of the operation management model of public welfare water conservancy project is constructed,and the improvement method of Delphy Fa and information entropy is used to correct and screen the indexes,and the evaluation indexes containing four dimensions are established.The optimization game model of the operation management model of public welfare water conservancy project is constructed,and it is solved by using the NASH equilibrium theory and the overall utility optimal method based on the elimination of bad strategy.Finally,relying on the choice of the operation management mode of Sanjiang governance project,the empirical study is carried out to verify the scientific and rational content of the research content of the operation management model of public welfare water conservancy project.The research on the operation and management mode of public welfare water conservancy projects provides a feasible way for our public welfare water conservancy projects to establish a reasonable operation and management mode,so as to ensure its sustainable development and promote the healthy and sustainable development of public welfare water conservancy projects.
