Study On Cnstruction Of Gneral Control Management Mode And Performance Evaluation Of Public-welfare Water Conservancy Project

The project of Commonweal Water Conservancy in our country has the characteristics of large scale,long period,many fields,big investment and many participants,and the information is more dispersed and complicated in the process of construction,and the traditional management mode of water Conservancy project can not meet its needs.Therefore,this paper introduces the theory of general control management in Commonweal Water Conservancy project management,puts forward a set of general control management mode suitable for Commonweal Water Conservancy Project,evaluates its implementation performance,and verifies its applicability and feasibility with empirical research.The main research is divided into the following aspects:first,the Water Conservancy project management model and project general control of the relevant theory of comprehensive elaboration,for this study lay a theoretical basis.Secondly,the paper designs the general control management mode of public welfare water Conservancy project according to the characteristics of public-welfare Water Conservancy project and the construction information jumbled by each participant,and makes clear its task,content,organization structure and work flow,and the results of the total control will be displayed in the form of report.Third,through the establishment of public welfare water Project general control management model to implement the performance evaluation index list,use the Delphi method to revise the index list,form the Public welfare Water Project general control management model Implementation Performance Evaluation Index System.Finally,the paper puts forward the performance evaluation model based on AHP for the general control management model of Commonweal Water Conservancy project,and verifies the feasibility and applicability of the general control mode of public water conservancy project by relying on the general control model of "black-dry Project".The research of this paper provides a new management model for public welfare water Conservancy projects,assists in the standardization of behavior in the process of project management,facilitates the dynamic management and regulation of public water conservancy projects,provides the basis for decision-making,and provides a theoretical reference for improving the management level of public welfare water conservancy projects.
